BEXLEY, NICHOLAS VANSITTART, BARON (1766-1851), English politician, was the fifth son of Henry Vansittart (d. 1770), governor of Bengal, and was born in London on the 29th of April 1766. Educated at Christ Church, Oxford, he took his degree in 1787, and was called to the bar at Lincoln's Inn in 1791. He began his public career by writing pamphlets in defence of the administration of William Pitt, especially on its financial side, and in May 1796 became member of parliament for Hastings, retaining his seat until July 1802, when he was returned for Old Sarum. In February 1801 he was sent on a diplomatic errand to Copenhagen, and shortly after his return was appointed joint secretary to the treasury, a position which he retained until the resignation of Addington's ministry in April 1804. Owing to the influence of his friend, Ernest, duke of Cumberland, he became secretary for Ireland under Pitt in January 1805, resigning his office in the following September. With Addington, now Viscount Sidmouth, he joined the government of Fox and Grenville as secretary to the treasury in February 1806, leaving office with Sidmouth just before the fall of the ministry in March 1807. During these and the next few years Vansittart's reputation as a financier was gradually rising. In 1809 he proposed and carried without opposition in the House of Commons thirty-eight resolutions on financial questions, and only his loyalty to Sidmouth prevented him from joining the cabinet of Spencer Perceval as chancellor of the exchequer in October 1809. He opposed an early resumption of cash payments in 1811, and became chancellor of the exchequer when the earl of Liverpool succeeded Perceval in May 1812. Having forsaken Old Sarum, he had represented Helston from November 1806 to June 1812; and after being member for East Grinstead for a few weeks, was returned for Harwich in October 1812. From 1760 to 1765, while Clive was at home, the history of the British in Bengal contains little that is creditable. Clive had left behind him no system of government, but merely the tradition that unlimited sums of money might be extracted from the natives by the mere terror of the British name. In 1761 it was found expedient and profitable to dethrone Mir Jafar, the nawab of Murshidabad, and substitute his son-in-law, Mir Kasim, in his place. On that occasion, besides private donations, the British received a grant of the three districts of Burdwan, Midnapur and Chittagong, estimated to yield a net revenue of half a million sterling. But Mir Kasim proved to possess a will of his own, and to cherish dreams of independence. He retired from Murshidabad to Monghyr, a strong position on the Ganges, which commanded the only means of communication with Upper India. There he proceeded to organize an army, drilled and equipped after European models, and to carry on intrigues with the nawab wazir of Oudh. The company's servants claimed the privilege of carrying on private trade throughout Bengal, free from inland dues and all other imposts. The assertion of this claim caused frequent affrays between the customs' officers of the nawab and those traders who, whether falsely or not, represented that they were acting on behalf of the servants of the company. The nawab alleged that his civil authority was everywhere being set at nought. The majority of the council at Calcutta would not listen to his statements. The governor, Mr Vansittart, and Warren Hastings, then a junior member of council, attempted to effect some compromise. But the controversy had become too hot. The nawab's officers fired upon a British boat, and forthwith all Bengal was in a blaze. A force of 2000 sepoys was cut to pieces at Patna, and about 200 Englishmen in various parts of the province fell into the hands of the Mahommedans, and were subsequently massacred. But as soon as regular warfare commenced Mir Kasim met with no more successes. His trained regiments were defeated in two pitched battles by Major Adams, at Gheria and at Udha-nala, and he himself took refuge with the nawab wazir of Oudh, who refused to deliver him up. This led to a prolongation of the war. Shah Alam, who had now succeeded his father as emperor, and Shuja-ud-Daula, the nawab wazir of Oudh, united their forces, and threatened Patna, which the British had recovered. A more formidable danger appeared in the British camp, in the form of the first sepoy mutiny. This was quelled by Major (afterwards Sir Hector) Munro, who ordered twenty-four of the ringleaders to be blown from guns, an old Mogul punishment. In 1764 Major Munro won the decisive battle of Buxar, which laid Oudh at the feet of the conquerors, and brought the Mogul emperor as a suppliant to the British camp. Entry: HISTORY

The new spirit was most conspicuous in foreign affairs; in the protest of Great Britain against the action of the continental powers at Verona (see VERONA, CONGRESS OF), in the recognition of the South American republics, and later in the sympathetic attitude of the government towards the insurrection in Greece. This policy had been foreshadowed in the instructions drawn up by Castlereagh for his own guidance at Verona; but Canning succeeded in giving it a popular and national colour and thus removing from the government all suspicion of sympathy with the reactionary spirit of the "Holy Alliance." In home affairs, too, the government made tentative advances in a Liberal direction. In January 1823 Vansittart was succeeded as chancellor of the exchequer by Robinson (afterwards Lord Goderich), and Huskisson became president of the Board of Trade. The term of office of the latter was marked by the first tentative efforts to modify the high protective system by which British trade was hampered, especially by the Reciprocity of Duties Act (1823), a modification of the Navigation Acts, by which British and foreign shipping were placed on an equal footing, while the right to impose restrictive duties on ships of powers refusing to reciprocate was retained. In spite, however, of the improvement in trade that ultimately resulted from these measures, there was great depression; in 1825 there was a financial crisis that caused widespread ruin, and in 1826 the misery of the labouring poor led to renewed riots and machinery smashing. It became increasingly clear that a drastic alteration in the existing system was absolutely inevitable. As to this necessity, however, the ministry was in fact hopelessly divided. The government was one of compromise, in which even so burning a question as Catholic emancipation had been left open. Among its members were some--like the lord chancellor Eldon, the duke of Wellington, and the premier, Lord Liverpool, himself--whose Toryism was of the type crystallized under the influence of the Revolution, adamant against change. Such progressive measures as it had passed had been passed in the teeth of its own nominal supporters, even of its own members. In 1826 Lord Palmerston, himself a member of the government, wrote: "On the Catholic question, on the principles of commerce, on the corn laws, on the settlement of the currency, on the laws relating to trade in money, on colonial slavery, on the game laws...; on all these questions, and everything like them, the government will find support from the Whigs and resistance from their self-denominated friends." It was, in fact, only the personal influence of Liverpool that held the ministry together, and when, on the 17th of February 1827, he was seized with an apoplectic fit, a crisis was inevitable. As England withdrew from her alliance with Louis XIV., the other powers of Europe, frightened by the growth of the aggressive French power, began to come forward to the support of Holland. The coalition then formed continued the struggle till 1678. But the war was conducted mainly on the land. The French king, who knew that his fleet was not as yet capable of meeting the Dutch single-handed, was content to withdraw his ships from the North Sea and the ocean. The Dutch, who had to pay subventions to their German allies, and to support a large army, could spare little for their fleet. For some time they willingly confined themselves to efforts to protect their commerce from French privateers. In 1674 a revolt of the people of Sicily against their Spanish rulers gave the French king an opportunity of seizing the island. Spain, unable to defend its possessions single-handed, appealed to the Dutch for naval help. In September 1675 De Ruyter was sent into the Mediterranean with 18 sail of the line and four fire-ships. The force was inadequate, but it was all that Holland could spare. The Dutch admiral, who was hampered rather than helped by his Spanish allies, did his best to make good his weakness by skilful management. He cruised off Messina to intercept the supplies which were being brought to the French garrison by a fleet of 20 sail under the command of Abraham Duquesne. Conscious that he must spare his small force as much as possible, he abstained from such vigorous attacks as he had made in 1672 and 1673. When Duquesne appeared on the 7th of January 1676 near the Lipari Islands, De Ruyter allowed them to get the weather-gage, and on the 8th of January waited passively for their attack. The French, with more recklessness than was usual with them in later times, bore down on their enemy courageously but in some disorder. Their leading ships were severely mauled, and their whole force so crippled that they could make no pursuit of the Dutch when they drew off, their injured ships being towed by the Spanish galleys, in the late afternoon. Duquesne was able to reach Messina and join the French ships at anchor there. De Ruyter made his way to Palermo, which was in the hands of the Spaniards. One of his vessels sank on the way and he was reduced to 17. It is true that his allies provided him with 10 ships of their own, but the Spanish navy had sunk to abject inefficiency. Their commander, the marquis of Bayona, arrogantly insisted on occupying the centre of the line with his worthless squadron instead of allowing his ships to be scattered among the Dutch for support. When on the 22nd of April the allies, 27 strong, met the fleet of Duquesne, 29 ships, off Agosta, they attacked from windward. De Ruyter, who led the van, was mortally wounded. The Spaniards in the centre behaved very ill, and no victory was gained. The serious fighting was, in fact, confined to the vans of the two fleets. After the battle the allies retired to Syracuse, where De Ruyter died, and where their ships were mostly destroyed by the French a month later. Reinforcements sent out from Holland were stopped in the Straits of Gibraltar and blockaded in Cadiz. The French remained masters of the Mediterranean. In the meantime, however, angry disputes had arisen between France and England. King Louis XIV. enforced his belligerent rights at sea with as much disregard of neutral interests as was shown by England in later times. His naval officers insisted on making prize of all Dutch-built vessels found under the English flag. In 1678 war seemed imminent between France and England. _Administration_.--At the head of the government is the king (_raj_). His successor is either nominated by himself, in which case he sometimes abdicates in his favour, or else elected by the five chief mandarins from among the Brah Vansa. The _upayuvraj_ (_obbaioureach_) or king who has abdicated, the heir-presumptive (_uparaj, obbareach_) and the first princess of the blood are high dignitaries with their own retinues. The king is advised by a council of five ministers, the superior members of the class of mandarins; and the kingdom is divided into about fifty provinces administered by members of that body. France is represented by a resident superior, who presides over the ministerial council and is the real ruler of the country, and by residents exercising supervision in the districts into which the country is split up for the purposes of the French administration. In each residential district there is a council, composed of natives and presided over by the resident, which deliberates on questions affecting the district. The resident superior is assisted by the protectorate council, consisting of heads of French administrative departments (chief of the judicial service, of public works. &c.) and one native "notable," and the royal orders must receive its sanction before they can be executed. The control of foreign policy, public works, the customs and the exchequer are in French hands, while the management of police, the collection of the direct taxes and the administration of justice between natives remain with the native government. His appointment as British representative at Vienna, where the congress was to meet in September, was foreseen; but meanwhile he was not idle. The war with the United States, originating in the non-intercourse dispute and the Orders in Council, did not cease with the repeal of the latter. It lasted through 1814 till the signing of the treaty of Ghent, soon before the flight from Elba. In parliament the ministry, during Castlereagh's absence, had been poorly championed. Canning had thrown away his chance by his unwise refusal of the Foreign Office. None of the ministers had any pretension to lead when Castlereagh was busy abroad and Canning was sulking at home, and Castlereagh's letters to Vansittart, the chancellor of the exchequer, show how these difficulties weighed upon him in facing the position at Vienna, where it was imperative for him to appear. At Vienna he realized at once that the ambition of Russia might be as formidable to Europe and to Great Britain as that of the fallen tyrant. His aim throughout had been to rescue Europe from military domination; and when he found that Russia and Prussia were pursuing ends incompatible with the general interest, he did not hesitate to take a new line. He brought about the secret treaty (Jan. 3, 1815) between Great Britain, Austria and France, directed against the plans of Russia in Poland and of Prussia in Saxony. Through Castlereagh's efforts, the Polish and Saxon questions were settled on the basis of compromise. The threat of Russian interference in the Low Countries was dropped. Entry: LONDONDERRY

FORDE, FRANCIS (d. 1770), British soldier, first appears in the army list as a captain in the 39th Foot in 1746. This regiment was the first of the king's service to serve in India (hence its motto _Primus in Indis_), and Forde was on duty there when in 1755 he became major, at the same time as Eyre Coote, soon to become his rival, was promoted captain. At the express invitation of Clive, Forde resigned his king's commission to take the post of second in command of the E.I. Company's troops in Bengal. Soon after Plassey, Forde was sent against the French of Masulipatam. Though feebly supported by the motley rabble of an army which Anandraz, the local ally, brought into the field, Forde pushed ahead through difficult country and came upon the enemy entrenched at Condore. For four days the two armies faced one another; on the fifth both commanders resolved on the offensive and an encounter ensued. In spite of the want of spirit shown by Anandraz and his men, Forde in the end succeeded in winning the battle, which was from first to last a brilliant piece of work. Nor did he content himself with this; on the same evening he stormed the French camp, and his pursuit was checked only by the guns of Masulipatam itself. The place was quickly invested on the land side, but difficulties crowded upon Forde and his handful of men. For fifty days little advance was made; then Forde, seeing the last avenues of escape closing behind him, ordered an assault at midnight on the 25th of January 1759. The Company's troops lost one-third of their number, but the storm was a brilliant and astounding success. Forde received less than no reward. The Company refused to confirm his lieut.-colonel's commission, and he found himself junior to Eyre Coote, his old subaltern in the 39th Foot. Nevertheless he continued to assist Clive, and on the 25th of November 1759 won a success comparable to Condore at Chinsurah (or Biderra) against the Dutch. A year later he at last received his commission, but was still opposed by a faction of the directors which supported Coote. Clive himself warmly supported Forde in these quarrels. In 1769, with Vansittart and Scrafton, Colonel Forde was sent out with full powers to investigate every detail of Indian administration. On the 21st of March the British fleet, after a somewhat stormy passage, was at the entrance to the Sound. Nicholas Vansittart, afterwards Lord Bexley, the British diplomatic agent entrusted with the message to the Danish government, was landed, and left for Copenhagen. On the 23rd he returned with the refusal of the Danes. The British fleet then passed the Danish fort at Cronenburg, unhurt by its distant fire, and without being molested by the forts on the Swedish shore. Nelson urged immediate attack, and recommended, as an alternative, that part of the British fleet should watch the Danes while the remainder advanced up the Baltic to prevent the junction of the Russian Reval squadron with the ships in Kronstadt. Sir Hyde Parker was, however, unwilling to go up the Baltic with the Danes unsubdued behind him, or to divide his force. It was therefore resolved that an attack should be made on the Danish capital with the whole fleet in two divisions. Copenhagen lies on the east side of the island of Zealand; opposite it is the shoal known as the Middle Ground. To the east of the Middle Ground is another shoal known as Saltholm Flat, and there is a passage available for large ships between them. The main fortification of Copenhagen was the powerful Trekroner (Three Crown) battery at the northern end of the sea-front. Here the Danes had placed their strongest ships. The southern part of the city front was covered by hulks and gun-vessels or bomb-vessels. There were in all eighteen hulks or ships of the line in the Danish defence. To have made the attack from the northern end would in Nelson's words have been "to take the bull by the horns." He therefore proposed that he should be detached with ten sail of the line, and the frigates and small craft, to pass between the Middle Ground and Saltholm Flat, and assail the Danish line at the southern end while the remainder of the fleet engaged the Trekroner battery from the north. BRECONSHIRE, or BRECKNOCKSHIRE, an inland county in South Wales, and the fourth largest in all Wales, bounded N.W. by Cardigan, N. and N.E. by Radnor, E. and S.E. by Monmouth, S. by Glamorgan and W. by Carmarthen. The general aspect of the county is mountainous, and the scenery is marked by beauty and grandeur. The climate is moist but temperate and healthy, and the soil of the valleys, often consisting of rich alluvial deposits, is very fertile. The loftiest mountains in South Wales, extending from Herefordshire and Monmouthshire (where their eastern spurs form the Hatteral Hills) in a south-easterly direction into Carmarthenshire, completely encircle the county on the east and south except for the break formed by the Vale of Usk at Crickhowell. Their highest summit north of the Usk, on the eastern side, where they are known as the Black Mountains, or sometimes the Black Forest Mountains, is Pen y Gader (2624 ft.) between Talgarth and Llanthony, and on the south-west the twin peaks of the Mynydd Du ("Black Mountain") or the so-called Carmarthenshire Vans or Beacons, only the higher of which, Fan Brycheiniog (2632 ft.), is, however, in Breconshire; while the centre of the crescent is occupied by the masses of the Brecknockshire Beacons or Vans (often called the Beacons simply), the highest point of which, Pen y Fan, formerly also known as Cadair Arthur, or Arthur's Chair, attains an altitude of 2910 ft. In the north, a range of barren hills, which goes by the general designation of Mynydd Eppynt (a name more properly limited to its central portion), stretches right across the county in a north-easterly direction, beginning with Mynydd Bwlch-y-Groes on the boundary to the east of Llandovery, and terminating near Builth. In the dreary country still farther north there is a series of rounded hills covered with peat and mosses, the chief feature being Drygarn Fawr (2115 ft.) on the confines of Cardiganshire. In November 1845, on the breaking out of the first Sikh War, Edwardes was appointed aide-de-camp to Sir Hugh (afterwards Viscount) Gough, then commander-in-chief in India. On the 18th of December he was severely wounded at the battle of Mudki. He soon recovered, however, and fought by the side of his chief at the decisive battle of Sobraon (February 10, 1846). He was soon afterwards appointed third assistant to the commissioners of the trans-Sutlej territory; and in January 1847 was named first assistant to Sir Henry Lawrence, the resident at Lahore. Lawrence became his great exemplar and in later years he was accustomed to attribute to the influence of this "father of his public life" whatever of great or good he had himself achieved. He took part with Lawrence in the suppression of a religious disturbance at Lahore in the spring of 1846, and soon afterwards assisted him in reducing, by a rapid movement to Jammu, the conspirator Imam-ud-din. In the following year a more difficult task was assigned him--the conduct of an expedition to Bannu, a district on the Waziri frontier, in which the people would not tolerate the presence of a collector, and the revenue had consequently fallen into arrear. By his rare tact and fertility of resource, Edwardes succeeded in completely conquering the wild tribes of the valley without firing a shot, a victory which he afterwards looked back upon with more satisfaction than upon others which brought him more renown. His fiscal arrangements were such as to obviate all difficulty of collection for the future. In the spring of 1848, in consequence of the murder of Mr vans Agnew and Lieutenant Anderson at Multan, by order of the diwan Mulraj, and of the raising of the standard of revolt by the latter, Lieutenant Edwardes was authorized to march against him. He set out immediately with a small force, occupied Leiah on the left bank of the Indus, was joined by Colonel van Cortlandt, and, although he could not attack Multan, held the enemy at bay and gave a check at the critical moment to their projects. He won a great victory over a greatly superior Sikh force at Kinyeri (June 18), and received in acknowledgment of his services the local rank of major. In the course of the operations which followed near Multan, Edwardes lost his right hand by the explosion of a pistol in his belt. On the arrival of a large force under General Whish the siege of Multan was begun, but was suspended for several months in consequence of the desertion of Shere Singh with his army and artillery. Edwardes distinguished himself by the part he took in the final operations, begun in December, which ended with the capture of the city on the 4th of January 1849. For his services he received the thanks of both houses of parliament, was promoted major by brevet, and created C.B. by special statute of the order. The directors of the East India Company conferred on him a gold medal and a good service pension of £100 per annum. Entry: EDWARDES

The French people were suffering much distress from the bad harvest of the previous year, and a great convoy of merchant ships laden with corn was expected from America. Admiral Vanstabel of the French navy had been sent to escort it with two ships of the line in December of 1793. He sailed with his charge from the Chesapeake on the 11th of April 1794. On the previous day six French ships of the line left Brest to meet Vanstabel in mid ocean. The British force designed to intercept the convoy was under Lord Howe, then in command of the channel fleet. He sailed from Spithead on the 2nd of May with 34 sail of the line and 15 smaller vessels, having under his charge nearly a hundred merchant ships which were to be seen clear of the Channel. On the 4th, when off the Lizard, the convoy was sent on its way protected by 8 line of battle ships and 6 or 7 frigates. Two of the line of battle ships were to accompany them throughout the voyage. The other six under Rear-admiral Montagu were to go as far as Cape Finisterre, and were then to cruise on the look-out for the French convoy between Cape Ortegal and Belle Isle. These detachments reduced the force under Lord Howe's immediate command to 26 of the line and 7 frigates. On the 5th of May he was off Ushant, and sent frigates to reconnoitre the harbour of Brest. They reported to him that the main French fleet, which was under the command of Villaret-Joyeuse, and was of 25 sail of the line, was lying at anchor in the roads. Howe then sailed to the latitude on which the convoy was likely to be met with, knowing that if the French admiral came out it would be to meet the ships with the food and cover them from attack. To seek the convoy was therefore the most sure way of forcing Villaret-Joyeuse to action. Till the 18th the British fleet continued cruising in the Bay of Biscay. On the 19th Lord Howe returned to Ushant and again reconnoitred Brest. It was then seen that Villaret-Joyeuse had gone to sea. He had sailed with his whole force on the 16th and had passed close to the British fleet on the 17th, unseen in a fog. On the 19th the French admiral was informed by the "Patriote" (74) that Nielly had fallen in with, and had captured, the British frigate "Castor" (32), under Captain Thomas Troubridge, together with a convoy from Newfoundland. On the same day Villaret-Joyeuse captured part of a Dutch convoy of 53 sail from Lisbon. On the 19th a frigate detached by Admiral Montagu joined Howe. It brought information that Montagu had recaptured part of the Newfoundland convoy, and had learnt that Nielly was to join Vanstabel at sea, and that their combined force would be 9 sail of the line. Montagu himself had steered to cruise on the route of the convoy between the 45th and 47th degrees of north latitude. Howe now steered to meet his subordinate who, he considered, would be in danger from the main French fleet. On the 21st he recaptured some of the Dutch ships taken by Villaret-Joyeuse. From them he learnt that on the 19th the French fleet had been in latitude 47° 46' N. and in longitude 11° 22' N. and was steering westward. Judging that Montagu was too far to the south to be in peril from Villaret-Joyeuse, and considering him strong enough to perform the duty of intercepting the convoy, Lord Howe decided to pursue the main French fleet. The wind was changeable and the weather hazy. It was not till the 28th of May at 6.30 A.M. that the British fleet caught sight of the enemy in 47° 34' N. and 13° 39' W. Entry: FIRST
