COUNCIL BLUFFS, a city and the county-seat of Pottawattamie county, Iowa, U.S.A., about 2½ m. E. of the Missouri river opposite Omaha, Nebraska, with which it is connected by a road bridge and two railway bridges. Pop. (1890) 21,474; (1900) 25,802, of whom 3723 were foreign-born; (1910) 29,292. It is pre-eminently a railway centre, being served by the Union Pacific, of which it is the principal eastern terminus, the Chicago, Burlington & Quincy, the Chicago, Milwaukee & Saint Paul, the Chicago & Northwestern, the Chicago, Rock Island & Pacific, the Chicago Great-Western, the Illinois Central, and the Wabash, which together have given it considerable commercial importance. It is built for the most part on level ground at the foot of high bluffs; and has several parks, the most attractive of which, commanding fine views, is Fairmount Park. With the exception of bricks and tiles, carriages and wagons, agricultural implements, and the products of its railway shops, its manufactures are relatively unimportant, the factory product in 1905 being valued at only $1,924,109. Council Bluffs is the seat of the Western Iowa Business College, and of the Iowa school for the deaf. On or near the site of Council Bluffs, in 1804, Lewis and Clark held a council with the Indians, whence the city's name. In 1838 the Federal government made this the headquarters of the Pottawattamie Indians, removed from Missouri. They remained until 1846-1847, when the Mormons came, built many cabins, and named the place Kanesville. The Mormons remained only about five years, but on their departure for Utah their places were speedily taken by new immigrants. During 1849-1850 Council Bluffs became an important outfitting point for California gold seekers--the goods being brought by boat from Saint Louis--and in 1853 it was incorporated as a city. Some of the largest known crystals of selenite have been found in southern Utah, where they occur in huge geodes, or crystal-lined cavities, in deposits from the old salt-lakes. Fine crystals, sometimes curiously bent, occur in the Permian rocks of Friedrichroda, near Gotha, where there is a grotto called the Marienglashöhle, close to Rheinhardsbrunn. Many of the best localities for selenite are in the New Red Sandstone formation (Trias and Permian), notably the salt-mines of Hall and Hallein, near Salzburg, and of Bex in Switzerland. Excellent crystals, usually of a brownish colour arranged in groups, are often found in the brine-chambers and the launders used in salt-works. Selenite also occurs in fine crystals in the sulphur-bearing marls of Girgenti and other Sicilian localities; whilst in Britain very bold crystals are yielded by the Kimeridge clay of Shotover Hill near Oxford. Twisted crystals and rosettes of gypsum found in the Mammoth Cave, Kentucky, have been called "oulopholites" ([Greek: oulos], "woolly"; [Greek: phôleos], "cave"). Entry: GYPSUM

BROCHANTITE, a mineral species consisting of a basic copper sulphate Cu_4(OH)_6SO_4, crystallizing in the orthorhombic system. The crystals are usually small and are prismatic or acicular in habit; they have a perfect cleavage parallel to the face lettered a in the adjoining figure. They are transparent to translucent, with a vitreous lustre, and are of an emerald-green to blackish-green colour. Specific gravity 3.907; hardness 3½-4. The mineral was first found associated with malachite and native copper in the copper mines of the Urals, and was named by A. Lévy in 1824 after A.J.M. Brochant de Villiers. Several varieties, differing somewhat in crystalline form, have been distinguished, some of them having originally been described as distinct species, but afterwards proved to be essentially identical with brochantite; these are königine from the Urals, brongniartine from Mexico, krisuvigite from Iceland, and warringtonite from Cornwall. Of other localities, mention may be made of Roughten Gill, Caldbeck Fells, Cumberland, where small brilliant crystals are associated with malachite and chrysocolla in a quartzose rock; Rézbánya in the Bihar Mountains, Hungary; Atacama in Chile, with atacamite, which closely resembles brochantite in general appearance; the Tintic district in Utah. A microscopical examination of the green copper ores of secondary origin in the Clifton and Morenci district of Arizona proves brochantite to be of extremely common occurrence mostly intergrown with malachite which effectually masks its presence: it is not unlikely that the malachite of other localities will on examination be found to be intergrown with brochantite. DALLIN, CYRUS EDWIN (1861- ), American sculptor, was born at Springville, Utah, on the 22nd of November 1861. He was a pupil of Truman H. Bartlett in Boston, of the École des Beaux Arts, the Académie Julien and the sculptors Henri M. Chapu and Jean Dampt (born 1858), in Paris, and on his return to America became instructor in modelling in the state normal art school in Boston. He is best known for his plastic representations of the North American Indian--especially for "The Signal of Peace" in Lincoln Park, Chicago, and "The Medicine Man," in Fairmount Park, Philadelphia. As a boy he had lived among the Indians in the Far West, and had learned their language. His later works include "Pioneer Monument," Salt Lake City; "Sir Isaac Newton," Congressional Library, Washington; and "Don Quixote." This legislation had several important results. It helped to postpone secession and Civil War for a decade, during which time the North-West was growing more wealthy and more populous, and was being brought into closer relations with the North-East. It divided the Whigs into "Cotton Whigs" and "Conscience Whigs," and in time led to the downfall of the party. In the third place, the rejection of the Wilmot Proviso and the acceptance (as regards New Mexico and Utah) of "Squatter Sovereignty" meant the adoption of a new principle in dealing with slavery in the territories, which, although it did not apply to the same territory, was antagonistic to the Missouri Compromise of 1820. The sequel was the repeal of the Missouri Compromise in the Kansas-Nebraska Bill of 1854. Fourthly, the enforcement of the fugitive slave law aroused a feeling of bitterness in the North which helped eventually to bring on the war, and helped to make it, when it came, quite as much an anti-slavery crusade as a struggle for the preservation of the Union. Finally, although Clay for his support of the compromises and Seward and Chase for their opposition have gained in reputation, Webster has been selected as the special target for hostile criticism. The Compromise Measures are sometimes spoken of collectively as the Omnibus Bill, owing to their having been grouped originally--when first reported (May 8) to the Senate--into one bill. It may be said that, up to the year 1900, irrigation progressed to such an extent that there remained few ordinary localities where water could not be easily or cheaply diverted from creeks and rivers for the cultivation of farms. The claims for the available supply from small streams, however, exceeded the water to be had in the latter part of the irrigating season. There remained large rivers and opportunities for water storage which could be brought under irrigation at considerable expense. The large canals and reservoirs built by corporations had rarely been successful from a financial standpoint, and irrigation construction during the latter part of the decade 1890-1899 was relatively small. Owing to the difficulty and expense of securing water from running streams by gravity systems, a great variety of methods were developed of pumping water by windmills, gasoline or hot-air engines, and steam. Ordinary reciprocating pumps were commonly employed, and also air lifts and similar devices for raising great quantities of water to a height of from 20 to 50 ft. For greater depths the cost was usually prohibitive. Throughout the Great Plains region, east of the Rocky Mountains, and in the broad valleys to the west, windmills were extensively used, each pumping water for from 1 to 5 acres of cultivated ground. In a few localities, notably in South Dakota, the Yakima valley of Washington, San Joaquin, and San Bernardino valleys of California, San Luis valley of Colorado, and Utah valley of Utah, water from artesian wells was also used for the irrigation of from 1 to 160 acres. The total acreage supplied by such means was probably less than 1% of that watered by gravity systems. Entry: VI

LACCOLITE (Gr. [Greek: lakkos], cistern, [Greek: lithos], stone), in geology, the name given by Grove K. Gilbert to intrusive masses of igneous rock possessing a cake-like form, which he first described from the Henry Mountains of southern Utah. Their characteristic is that they have spread out along the bedding planes of the strata, but are not so broad and thin as the sheets or intrusive sills which, consisting usually of basic rocks, have spread over immense distances without attaining any great thickness. Laccolites cover a comparatively small area and have greater thickness. Typically they have a domed upper surface while their base is flat. In the Henry Mountains they are from 1 to 5 m. in diameter and range in thickness up to about 5000 ft. The cause of their peculiar shape appears to be the viscosity of the rock injected, which is usually of intermediate character and comparatively rich in alkalis, belonging to the trachytes and similar lithological types. These are much less fluid than the basalts, and the latter in consequence spread out much more readily along the bedding planes, forming thin flat-topped sills. At each side the laccolites thin out rapidly so that their upper surface slopes steeply to the margins. The strata above them which have been uplifted and bent are often cracked by extension, and as the igneous materials well into the fissures a large number of dikes is produced. At the base of the laccolite, on the other hand, the strata are flat and dikes are rare, though there may be a conduit up which the magma has flowed into the laccolite. The rocks around are often much affected by contact alteration, and great masses of them have sometimes sunk into the laccolite, where they may be partly melted and absorbed. Entry: LACCOLITE

The construction of irrigation canals and ditches was for the most part brought about by farmers joining to plough out or dig ditches from the rivers, descending on a gentle grade. Some of the corporations constructing works for the sale of water built structures of notable size, such, for example, as the Sweet-water and Hemet dams of southern California, the Bear river canal of Utah, and the Arizona canal, taking water from Salt river, Arizona. The cost of bringing water to the land averaged about $8 per acre where the ordinary ditches were built. The owners of extensive works were charged from $12 to $20 per acre and upwards for so-called "water rights," or the privilege to take water from the canal, this covering cost of construction. Besides the first cost of construction, the irrigator was usually called upon to pay annually a certain amount for maintenance, which might often be worked out by labour on the canal. The cost ranged from 50 cents to $1 per acre; or, with incorporated companies, from $1.50 to $2.50 per acre and upwards. The largest expense for water rights and for annual maintenance was incurred in southern California, where the character of the crops, such as citrus fruits, and the scarcity of the water make possible expensive construction and heavy charges. The legal expense for the maintenance of water rights was often large because of the interminable suits brought during the times of water scarcity. The laws regarding water in most of the arid states were indefinite or contradictory, being based partly on the common law regarding riparian rights, and partly upon the Spanish law allowing diversion of water from natural streams. Few fundamental principles were established, except in the case of the state of Wyoming, where an official was charged with the duty of ascertaining the amount of water in the streams and apportioning this to the claimants in the order of their priority of appropriation for beneficial use. He was only twenty-two, when, as an opponent of slavery, he vainly urged an emancipation clause for the new constitution of Kentucky, and he never ceased regretting that its failure put his state, in improvements and progress, behind its free neighbours. In 1820 he congratulated the new South American republics on having abolished slavery, but the same year the threats of the Southern states to destroy the Union led him to advocate the "Missouri Compromise," which, while keeping slavery out of all the rest of the territory acquired by the "Louisiana Purchase" north of Missouri's southern boundary line, permitted it in that state. Then, greeted with the title of "The Great Pacificator" as a reward for his success, he retired temporarily to private life, with a larger stock of popularity than he had ever had before. Although at various times he had helped to strengthen the law for the recovery of fugitive slaves, declining as secretary of state to aid Great Britain in the further suppression of the slave trade, and demanding the return of fugitives from Canada, yet he heartily supported the colonizing of the slaves in Africa, because slavery was the "deepest stain upon the character of the country," opposition to which could not be repressed except by "blowing out the moral lights around," and "eradicating from the human soul the light of reason and the law of liberty." When the slave power became more aggressive, in and after the year 1831, Clay defended the right of petition for the abolition of slavery in the District of Columbia, and opposed Calhoun's bill forbidding the use of the mails to "abolition" newspapers and documents. He was luke-warm toward recognizing the independence of Texas, lest it should aid the increase of slave territory, and generally favoured the freedom of speech and press as regards the question of slavery; yet his various concessions and compromises resulted, as he himself declared, in the abolitionists denouncing him as a slaveholder, and the slaveholders as an abolitionist. In 1839, only twelve months after opposing the pro-slavery demands, he prepared an elaborate speech, in order "to set himself right with the South," which, before its delivery, received pro-slavery approval. While affirming that he was "no friend of slavery" he held abolition and the abolitionists responsible for the hatred, strife, disruption and carnage that menaced the nation. In response, Calhoun extended to him a most hearty welcome, and assigned him to a place on the bench of the penitents. Being a candidate for the presidency Clay had to take the insult without wincing. It was in reference to this speech that he made the oft-quoted remark that he "would rather be right than be president." While a candidate for president in 1844, he opposed in the "Raleigh letter" the annexation of Texas on many grounds except that of its increasing the slave power, thus displeasing both the men of anti-slavery and those of pro-slavery sentiments. In 1847, after the conquest of Mexico, he made a speech against the annexation of that country or the acquiring of any foreign territory for the spread of slavery. Although in 1849 he again vainly proposed emancipation in Kentucky, he was unanimously elected to the United States Senate, where in 1850 he temporarily pacified both sections of the country by successfully offering, for the sake of the "peace, concord and harmony of these states," a measure or series of measures that became known as the "Compromise of 1850." It admitted California as a free state, organized Utah and New Mexico as Territories without reference to slavery, and enacted a more efficient fugitive slave law. In spite of great physical weakness he made several earnest speeches in behalf of these measures to save the Union. Entry: CLAY

GREAT BASIN, an area in the western Cordilleran region of the United States of America, about 200,000 sq. m. in extent, characterized by wholly interior drainage, a peculiar mountain system and extreme aridity. Its form is approximately that of an isosceles triangle, with the sharp angle extending into Lower California, W. of the Colorado river; the northern edge being formed by the divide of the drainage basin of the Columbia river, the eastern by that of the Colorado, the western by the central part of the Sierra Nevada crest, and by other high mountains. The N. boundary and much of the E. is not conspicuously uplifted, being plateau, rather than mountain. The W. half of Utah, the S.W. corner of Wyoming, the S.E. corner of Idaho, a large area in S.E. Oregon, much of S. California, a strip along the E. border of the last-named state, and almost the whole of Nevada are embraced within the limits of the Great Basin. Entry: GREAT

A work of enormous magnitude which has now begun is planting on the national forests. At present, with low stumpage prices and incomplete utilization of forest products, clear cutting with subsequent planting is not practicable. There are, however, many million acres of denuded land within the national forests which require planting. Such planting is still confined chiefly to watersheds which supply cities and towns with water. The first planting was done in 1892, in California. Since then similar work has been done on city watersheds in Colorado, Utah, Idaho and New Mexico. Other plantations are in the Black Hills national forest, where large areas of cut-over and burned-over land are entirely without seed trees, and in the sandhill region of Nebraska. _Physical Features._--Idaho's elevation above sea-level varies from 738 ft. (at Lewiston, Nez Perce county) to 12,078 ft. (Hyndman Peak, on the boundary between Custer and Blaine counties), and its mean elevation is about 4500 ft. The S.E. corner of the wedge-shaped surface of the state is a part of the Great Basin region of the United States. The remainder of the state is divided by a line running S.E. and N.W., the smaller section, to the N. and E., belonging to the Rocky Mountain region, and the larger, S. and W. of this imaginary line, being a part of the Columbia Plateau region. The topography of the Great Basin region in Idaho is similar to that of the same region in other states (see NEVADA); in Idaho it forms a very small part of the state; its mountains are practically a part of the Wasatch Range of Utah; and the southward drainage of the region (into Great Salt Lake, by Bear river) also separates it from the other parts of the state. The Rocky Mountain region of Idaho is bounded by most of the state's irregular E. boundary--the Bitter Root, the Coeur d'Alene and the Cabinet ranges being parts of the Rocky Mountain System. The Rocky Mountain region reaches across the N. part of the state (the Panhandle), and well into the middle of the state farther S., where the region is widest and where the Salmon River range is the principal one. The region is made up in general of high ranges deeply glaciated, preserving some remnants of ancient glaciers, and having fine "Alpine" scenery, with many sharp peaks and ridges, U-shaped valleys, cirques, lakes and waterfalls. In the third physiographic region, the Columbia plateau, are the Saw Tooth, Boisé, Owyhee and other rugged ranges, especially on the S. and W. borders of the region. The most prominent features of this part of the state are the arid Snake river plains and three mountain-like elevations--Big, Middle and East Buttes--that rise from their midst. The plains extend from near the S.E. corner of the state in a curved course to the W. and N.W. for about 350 m. over a belt 50 to 75 m. wide, and cover about 30,000 sq. m. Where they cross the W. border at Lewiston is the lowest elevation in the state, 738 ft. above the sea. Instead of being one plain formed by erosion, this region is rather a series of plains built up with sheets of lava, several thousand feet deep, varying considerably in elevation and in smoothness of surface according to the nature of the lava, and being greater in area than any other lava beds in North America except those of the Columbia river, which are of similar formation and, with the Snake river plains, form the Columbia plateau. Many volcanic cones mark the surface, but by far the most prominent among them are Big Butte, which rises precipitously 2350 ft. above the plain (7659 ft. above the sea) in the E. part of Blaine county, and East Butte, 700 ft. above the plain, in the N.W. part of Bingham county. Middle Butte (400 ft. above the plain, also in Bingham county) is an upraised block of stratified basalt. The Snake river (which receives all the drainage of Idaho except small amounts taken by the Spokane, the Pend Oreille and the Kootenai in the N., all emptying directly into the Columbia, and by some minor streams of the S.E. that empty into Great Salt Lake, Utah) rises in Yellowstone National Park a few miles from the heads of the Madison fork of the Missouri, which flows to the Gulf of Mexico, and the Green fork of the Colorado, which flows to the Gulf of California. It flows S.W. and then W. for about 800 m. in a tremendous cañon across southern Idaho; turns N. and runs for 200 m. as the boundary between Idaho and Oregon (and for a short distance between Idaho and Washington); turns again at Lewiston (where it ceases to be the boundary, and where the Clearwater empties into it) to the W. into a deep narrow valley, and joins the Columbia in S.E. Washington. Practically all the valley of the Snake from Idaho Falls in S.E. Idaho (Bingham county) to the mouth is of cañon character, with walls from a few hundred to 6000 ft. in height (about 650 m. in Idaho). The finest parts are among the most magnificent in the west; among its falls are the American (Oneida and Blaine counties), and the Shoshone and the Salmon (Lincoln county). At the Shoshone Falls the river makes a sudden plunge of nearly 200 ft., and the Falls have been compared with the Niagara and Zambezi; a short distance back of the main fall is a cataract of 125 ft., the Bridal Veil. Between Henry's Fork and Malade (or Big Wood) river, a distance of 200 m., the river apparently has no northern tributaries; but several streams, as the Camas, Medicine Lodge and Birch creeks, and Big and Little Lost rivers, which fail to penetrate the plain of the Snake after reaching its border, are believed to join it through subterranean channels. The more important affluents are the North Fork in the E., the Raft, Salmon Falls and the Bruneau in the S., the Owyhee and the Payette in the S.W., and the Salmon and Clearwater in the W. The scenery on some of these tributaries is almost as beautiful as that of the Snake, though lacking the grandeur of its greater scale. In 1904 electricity, generated by water-power from the rivers, notably the Snake, began to be utilized in mining operations. Scattered among the mountains are numerous (glacial) lakes. In the N. are: Coeur d'Alene Lake, in Kootenai county, about 30 m. long and from 2 to 4 m. wide, drained by the Spokane river; Priest Lake, in Bonner county, 20 m. long and about 10 m. wide; and mostly in Bonner, but partly in Kootenai county, a widening of Clark Fork, Lake Pend Oreille, 60 m. long and from 3 to 15 m. wide, which is spanned by a trestle of the Northern Pacific 8400 ft. long. Bear Lake, in the extreme S.E., lies partly in Utah. Mineral springs and hot springs are also a notable feature of Idaho's physiography, being found in Washington, Ada, Blaine, Bannock, Cassia, Owyhee, Oneida, Nez Perce, Kootenai, Shoshone and Fremont counties. At Soda Springs in Bannock county are scores of springs whose waters, some ice cold and some warm, contain magnesia, soda, iron, sulphur, &c.; near Hailey, Blaine county, water with a temperature of 144° F. is discharged from numerous springs; and at Boisé, water with a temperature of 165° is obtained from wells.
