The training of teachers for the two great branches of public education, elementary and secondary respectively, is an important part of the general administrative problem. Since the middle of the 19th century there has been a great development of public opinion with regard to their professional qualifications. Sir Joshua Fitch (_Ency. Brit._ 10th ed.) pointed out that the full appreciation of the importance of training began at the lower end of the social scale. Shuttleworth and Tufnell in 1846 urged the necessity of special training for the primary teacher, and hoped to establish State Training Colleges to supply this want; but the one college at Battersea which was founded as an experiment was soon transferred to the National Society (the "National Society for educating the poor in the principles of the Established Church": founded in 1811). Before this, Bell and Lancaster had made arrangements in their model schools for the reception of a few young people to learn the system by practice. In Glasgow, David Stow, who founded in 1826 the Normal Seminary which afterwards became the Free Church College, was one of the first to insist on the need of systematic professional preparation. The religious bodies in England, notably the Established Church, availed themselves promptly of the failure of the central government, and a number of diocesan colleges for men, and separately for women, were gradually established. In 1854 the British and Foreign School Society (founded 1808) placed their institutes at the Borough Road and Stockwell on a collegiate footing, and subsequently founded other colleges at Swansea, Bangor, Darlington and Saffron Walden; the Roman Catholic Church provided two for women and one for men; and the Wesleyans two, one for each sex. The new provincial colleges of university rank were invited by the Education Department to attach normal classes to their ordinary course and to make provision for special training and suitable practice in schools for those students who desired to become teachers. Thus the government came to recognize two kinds of training schools--the residential colleges of the old type and the day colleges attached to institutions of university rank; both were subsidized by grants from the Treasury, and regularly inspected. As the need of special training for teachers became further recognized by the consideration of the same question as regards teachers in higher and intermediate schools (Cambridge instituting in 1879 examinations for a teacher's diploma, and other universities providing courses for secondary as well as primary teachers, and establishing professorships of education), the attitude of the government, i.e. the Board of Education, towards the problem gradually became more and more a subject of controversy and of public interest, as indicated by the clause in the Act of 1899 providing for a public registration of qualified teachers and for the gradual elimination from the profession of those who were unqualified. And meanwhile the increased solidarity of the National Union of Teachers (founded in 1870), the trade union, so to speak, of the teachers, brought an important body of professional opinion to bear on the discussion of their own interests. Racing in Australia has its headquarters at Sydney, under the government of the Australian Jockey Club, the principal course being at Ranwick; and at Melbourne, where the Victoria Jockey Club is supreme, the principal course being at Flemington. In New Zealand sport is carried on under the authority of delegates from the chief racing clubs, who meet in conference. There is a Sydney Derby and a Victoria Derby, and a notable event at Flemington is the Champion Race, weight-for-age, for three-year-olds and upwards, which usually attracts the best horses in training, as the fee at which a sire stands depends in a great measure on his success in this contest. This race is over a distance of 3 m., and to ensure a good pace there is a regulation that the time in which it is run must not exceed 5 minutes 40 seconds, though the stewards have power to extend this in case the ground should be made exceptionally heavy by rainy weather. The Melbourne Cup is regarded as one of the most important races in the state. This is a handicap, and in comparison with English races may perhaps be ranked with the Cesarewitch. The birth of horses dates from the 1st of August, which corresponds as nearly as possible to the 1st of February in England, so that the Australian horses are practically seven months younger than the English--a matter of some importance in the case of those sent to run in England. There are few races which close long before the date of decision, and practically all the good animals run in handicaps. The five- and six-furlong races for other than two-year-olds, so common in Great Britain, are extremely rare; and it is asserted by colonial sportsmen that their horses stay better than those bred in England, a circumstance which is largely attributed to the fact that mares and foals have much more liberty and exercise than is the case in the mother country. The city is an educational centre of considerable importance. The university of Indianapolis (1896) is a loose association of three really independent institutions--the Indiana Law School (1894), the Indiana Dental College (1879), and Butler University (chartered in 1849 and opened in 1855 as the North-western Christian University, and named Butler University in 1877 in honour of Ovid Butler, a benefactor). Other educational institutions are the Indianapolis College of Law (1897), the Indiana Medical College (the School of Medicine of Purdue University, formed in 1905 by the consolidation of the Medical College of Indiana, the Central College of Physicians and Surgeons and the Fort Wayne College of Medicine), the State College of Physicians and Surgeons (the medical school of Indiana University), the Indiana Veterinary College (1892), the Indianapolis Normal School, the Indiana Kindergarten and Primary Normal Training School (private), and the Winona Technical Institute. The last named was opened in 1904, and is controlled by the Winona Lake corporation, having official connexion with several national trade unions. It has departments of pharmacy, chemistry, electrical wiring, lithography, house-painting, printing, carpentry, moulding, tile-setting, bricklaying, machinery and applied science. The art association of Indianapolis was founded in 1883; and under its auspices is conducted an art school (1902) in accordance with the bequest of John Herron (1817-1895), the school and museum of the association being housed in the John Herron Art Institute, dedicated in 1906. FORT GEORGE, a military station of Inverness-shire, Scotland. It lies 12 m. N.E. of Inverness, and is the terminus of the small branch line connecting with the Highland railway at Gollanfield junction. It occupies a sandy promontory forming the extreme end of the southern shore of Inner Moray Firth (also called the Firth of Inverness), which is here only 1 m. wide. There is communication by ferry with Fortrose on the opposite coast of the Black Isle. The fort was begun in 1748, partly after the plan of one of Vauban's works, and named in honour of George II. Wolfe, who saw it in course of erection in 1751, was much impressed with it and thought it would, when finished, be "the most considerable fortress and best situated in Great Britain." It covers 16 acres and contains accommodation for nearly 2200 men. It is the depot of the Seaforth Highlanders, and a military training-ground of some size and importance because the surrounding country gives ample facilities for exercise and manoeuvres. General Wade's road is maintained in good order. Fort George, it is said, had almost been chosen as the place of detention for Napoleon when the claims of St Helena were put forward. About 2 m. CORELLI, MARIE (1864- ), English novelist, was the daughter of an Italian father and a Scottish mother, but in infancy was adopted by Charles Mackay (q.v.), the song-writer and journalist, whose son Eric, at his death, became her guardian. She was sent to be educated in a French convent with the object of training her for the musical profession, and while still a girl composed various pieces of music. But her journalistic connexion proved a stronger stimulus to expression, and editors who were friends of her adopted father printed some of her early poetry. Then she produced what was at least a clever, if not a remarkably well written, romantic story, on the theme of a self-revelation connecting the Christian Deity with a world force in the form of electricity, which was published in 1886 under the title of _A Romance of Two Worlds_. It had an immediate and large sale, which resulted, naturally, in her devoting her inventive faculty to satisfy the public demand for similar work. Thus she wrote in succession a series of melodramatic romantic novels, original in some aspects of their treatment, daring in others, but all combining a readable plot with enough _au fond_ of what the majority demanded in ethical and religious correctness to suit a widespread contemporary taste; these were _Vendetta_ (1886), _Thelma_ (1887), _Ardath_ (1889), _The Soul of Lilith_ (1892), _Barabbas_ (1893), _The Sorrows of Satan_ (1895),--the very titles were catching,--_The Mighty Atom_ (1896),--which appealed to all who knew enough of modern science to wish to think it wicked,--and others, down to _The Master Christian_ (1900), again satisfying the socio-ethico-religious demand, and _Temporal Power_ (1902), with its contemporary suggestion from the accession of Edward VII. Miss Corelli had the advantage of writing quite sincerely and with conviction, amid what superior critics sneered at as bad style and sensationalism, on themes which conventional readers nevertheless enjoyed, and round plots which were dramatic and vigorous. Her popular success was great and advertised itself. It was helped by a well-spread belief that Queen Victoria preferred her novels to any other. Reviewers wrote sarcastically, and justly, of her obvious literary lapses and failings; she retorted by pitying the poor reviewers and letting it be understood that no books of hers were sent to the Press for criticism. When she went to live at Stratford-on-Avon, her personality, and her importance in the literary world, became further allied with the historic associations of the place; and in the public life of women writers her utterances had the _réclame_ which is emphasized by journalistic publicity. Such success is not to be gauged by purely literary standards; the popularity of Miss Corelli's novels is a phenomenon not so much of literature as of literary energy--entirely creditable to the journalistic resource of the writer, and characteristic of contemporary pleasure in readable fiction. The main line of the Orleans railway passes through a tunnel beneath the town. In place of its ancient fortifications Angoulême is encircled by boulevards known as the _Remparts_, from which fine views may be obtained in all directions. Within the town the streets are often dark and narrow, and, apart from the cathedral and the hôtel de ville, the architecture is of little interest. The cathedral of St. Pierre (see CATHEDRAL), a church in the Byzantine-Romanesque style, dates from the 11th and 12th centuries, but has undergone frequent restoration, and was partly rebuilt in the latter half of the igth century by the architect Paul Abadie. The façade, flanked by two towers with cupolas, is decorated with arcades filled in with statuary and sculpture, the whole representing the Last Judgment. The crossing is surmounted by a dome, and the extremity of the north transept by a fine square tower over 160 ft. high. The hôtel de ville, also by Abadie, is a handsome modern structure, but preserves two towers of the chateau of the counts of Angoulême, on the site of which it is built. It contains museums of paintings and archaeology. Angoulême is the seat of a bishop, a prefect, and a court of assizes. Its public institutions include tribunals of first instance and of commerce, a council of trade-arbitrators, a chamber of commerce and a branch of the Bank of France. It also has a lycée, training-colleges, a school of artillery, a library and several learned societies. It is a centre of the paper-making industry, with which the town has been connected since the 14th century. Most of the mills are situated on the banks of the watercourses in the neighbourhood of the town. The subsidiary industries, such as the manufacture of machinery and wire fabric, are of considerable importance. Iron and copper founding, brewing, tanning, and the manufacture of gunpowder, confectionery, heavy iron goods, gloves, boots and shoes and cotton goods are also carried on. HONE, NATHANIEL (1718-1784), British painter, was the son of a merchant at Dublin, and without any regular training acquired in his youth much skill as a portrait-painter. Early in his career he left Dublin for England and worked first in various provincial towns, but ultimately settled in London, where he soon made a considerable reputation. His oil-paintings were decidedly popular, but he gained his chief success by his miniatures and enamels, which he executed with masterly capacity. He became a member of the Incorporated Society of Artists and afterwards a foundation member of the Royal Academy; but he had several disagreements with his fellow-members of that institution, and on one occasion they rejected two of his pictures, one of which was regarded as a satire on Reynolds and the other on Angelica Kauffman. Most of his contributions to the Academy exhibitions were portraits. The quality of his work varied greatly, but the merit of his miniatures and enamels entitles him to a place among the ablest artists of the British school. He executed also a few mezzotint plates of reasonable importance, and some etchings. His portrait, painted by himself two years before his death, is in the possession of the Royal Academy. In the United States the title "university" is used indiscriminately of institutions which are in reality universities, of institutions which are colleges, and of institutions which are so ill-equipped as not to take rank with good secondary schools. Only time and a greatly increased capacity to distinguish the various types of higher schools will remedy this error. Putting aside tentative and unsuccessful attempts to develop genuine university instruction much earlier, it may safely be said that the opening of the Johns Hopkins University at Baltimore in 1876 began the present movement to organize carefully advanced study and research, requiring a college education of those who wish to enter upon it. This is university instruction properly so called, and though found elsewhere, it is given chiefly at fourteen institutions: California University, Catholic University of America, Chicago University, Clark University, Columbia University, Cornell University, Harvard University, Johns Hopkins University, Michigan University, Pennsylvania University, Princeton University, Leland Stanford Jr. University, Wisconsin University and Yale University. All of these institutions, except the Catholic University of America, are also colleges. The combination of collegiate and university instruction under one corporation and one executive administration is distinctive of higher education in the United States, and its chief source of strength. The crowning honour of the university student is the degree of Ph.D., although that of A.M.--obtainable in less time and much easier conditions--is also sought. The minimum period of study accepted for the degree of Ph.D. is two years after obtaining the bachelor's degree; but in practice, three, and even four, years of study are found necessary. In addition to carrying on an investigation in the field of his main subject of study, the candidate for the degree of Ph.D. is usually required to pass examinations on one or two subordinate subjects, to possess a reading knowledge of French and German (often of Latin as well), and to submit--usually in printed form--the dissertation which embodies the results of his researches. The methods of instruction in the universities are the lecture, discussion and work in laboratory or seminary--the latter transplanted from the German universities. The degree of Master of Arts is conferred upon students who, after one year of university residence and study, pass certain prescribed examinations. This degree, like those of D.D., S.T.D. and LL.D., is often conferred by colleges and universities as a purely honorary distinction. The degree of Ph.D. is not so conferred any longer by the best universities. Not a few of the universities maintain schools of law and medicine. Harvard and Yale universities maintain schools of theology as well. The learned publications issued by the universities, or under the direction of university professors, are of great importance, and constitute an imposing body of scientific literature. The national and state governments make increasing use of university officials for public service requiring special training or expert knowledge. In 1871-1872 there were only 198 resident graduate (or university) students in the United States. In 1887 this number had risen to 1237, and in 1897 to 4392. From this date until the Belgian revolt of 1830, the history of Holland and Belgium is that of two portions of one political entity, but in the relations of those two portions were to be found from the very outset fundamental causes tending to disagreement and separation. The Dutch and Belgian provinces of the Netherlands had for one hundred and thirty years passed through totally different experiences, and had drifted farther and farther apart from one another in character, in habits, in ideas and above all in religion. In the south the policy of Alva and Philip II. had been wholly successful, and the Belgian people, Flemings and Walloons alike, were perhaps more devoted to the Catholic faith than any other in Europe. On the other hand the incorporation of the country for two decades in the French republic and empire had left deep traces on a considerable section of the population, the French language was commonly spoken and was exclusively used in the law courts and in all public proceedings, and French political theories had made many converts. The Fundamental Law promulgated by William I. aroused strong opposition among both the Catholic and Liberal parties in Belgium. The large powers granted to the king under the new constitution displeased the Liberals, who saw in its provision only a disguised form of personal government. The principle of liberty of worship and of the press, which it laid down, was so offensive to the Catholics that the bishops condemned it publicly, and in the Doctrinal Judgment actually forbade their flocks to take the oath. The "close and complete union," which was stipulated under the treaty of 1814, began under unfavourable auspices. Nevertheless the difficulties might have been smoothed away in the course of time, had the Belgians felt that the Dutch were treating them in a fair and conciliatory spirit. This, despite the undoubtedly good intentions of the king, was far from being the case. Belgium was regarded too much in the light of an annexed territory, handed over to Holland as compensation for the losses sustained by the Dutch in the revolutionary and Napoleonic wars. The idea that Holland was the predominant partner in the kingdom of the Netherlands was firmly rooted in the north and naturally provoked in the south the feeling that Belgium was being exploited for the benefit of the Dutch. The grievances of the Belgians were indeed very substantial. The seat of government was in Holland, the king was a Dutchman by birth and training, and a Calvinistic protestant by religion. Though the population of Belgium was 3,400,000 and that of Holland only a little more than 2,000,000 the two countries had equal representation in the second chamber of the states-general. Practically in all important legislative measures affecting the interests of the two countries the Dutch government were able to command a small but permanent majority. The use of the term "the Dutch Government" is strictly accurate, for the great majority of the public offices were filled by northerners. In 1830, of the seven members of the ministry only one was a Belgian; in the home department out of 117 officials 11 only were Belgians; in the ministry of war 3 were Belgians out of 102; of the officers of the army 288 out of 1967. All the public establishments, the Bank, the military schools, were Dutch. That such was the case must not be entirely charged to partiality, still less to deliberate unfairness on the part of William I. The conduct of the king proves that he had a most sincere regard for the welfare of his Belgian subjects, and in his choice of measures and men his aim was to secure the prosperity of his new kingdom by a policy of unification. This was the object he had in view in his attempt to make Dutch, except in the Walloon districts, the official language for all public and judicial acts, and a knowledge of Dutch a necessary qualification for every person entering the public service. That the fierce opposition which this attempt aroused in the Flemish-speaking provinces was ill-considered and unwise, is shown by the fact that in recent years there has been a patriotic movement in these same provinces which has been successful in forcing the Belgian government to adopt Flemish (i.e. Dutch) as well as French for official usage. This Flemish movement is all in favour of establishing close relations with the sister people of the north. Moreover it cannot be gainsaid that Belgium during her union with Holland enjoyed a degree of prosperity that was quite remarkable. The mineral wealth of the country was largely developed, the iron manufactures of Liége made rapid advance, the woollen manufactures of Verviers received a similar impulse, and many large establishments were formed at Ghent and other places, where cotton goods were produced which rivalled those of England and surpassed those of France. The extensive colonial and foreign trade of the Dutch furnished them with markets, while the opening of the navigation of the Scheldt raised Antwerp once more to a place of high commercial importance. The government also did much in the way of improving the internal communications of the country, in repairing the roads and canals, in forming new ones, in deepening and widening rivers, and the like. Nor was the social and intellectual improvement of the people by any means neglected. A new university was formed at Liége, normal schools for the instruction of teachers were instituted, and numerous elementary schools and schools for higher instruction were established over the country. These measures for the furthering of education among the people on the part of a government mainly composed of Protestants were received with suspicion and disfavour by the priests, and still more the attempts subsequently made to regulate the education of the priests themselves. The establishment under the auspices of the king in 1825 of the Philosophical College at Louvain, and the requirement that every priest before ordination should spend two years in study there, gave great offence to the clerical party, and some of the bishops were prosecuted for the violence of their denunciations at this intrusion of the secular arm into the religious domain. With the view of terminating these differences the king in 1827 entered into a _concordat_ with the pope, and an agreement was reached with regard to nominations to bishoprics, clerical education and other questions, which should have satisfied all reasonable men. But in 1828 the two extreme parties, the Catholic Ultramontanes and the revolutionary Liberals, in their common hatred to the Dutch régime, formed an alliance, the _union_, for the overthrow of the government. Petitions were sent in setting forth the Belgian grievances, demanding a separate administration for Belgium and a full concession of the liberties guaranteed by the constitution. Entry: 1814
