The laws in a democracy are always true exponents of the character, the tastes, habits, and passions of the people. The dominant passion of our people at the present moment is the acquisition of material wealth, either for its own sake, or for the sake of the ease, independence, and distinction it is supposed to be able to secure. Take any ten thousand men at random, and ask them what they most desire of government, and they will answer you, if they answer you honestly, — Such laws as will facilitate the acquisition of wealth. The facilitating of the acquisition of wealth is at the bottom of every question which has any bearing on our elections. Let these men vote, and they will vote for such laws as they believe will most effectually secure this end. But suppose such laws to be enacted, how many out of the ten thousand will be in a condition to take advantage of them? Certainly, not more than one in a hundred. There will be, then, nine thousand and nine hundred men joining with one hundred to enact laws which in their operation are for the exclusive benefit of the one hundred. The whole action, the inevitable action, of every popular government, where wealth is the dominant passion of the people , is to foster the continued growth of inequality of property. The tendency of all laws passed, if passed by the many, will be to concentrate the property in the hands of the few, because each one who aids in passing them hopes that his will be the hands in which it is to be concentrated; — at least, such will be the tendency, till matters become so bad that the many in their madness and desperation are driven to attempt the insane remedy of agrarian laws [redistribution of landed property /so as to achieve a uniform division of land — OED ]. When, under our new system of industry, which allows little personal intercourse between landlord and tenant, proprietor and operative, which connects the operative simply with the mill and the overseer, the concentration of property in a few hands becomes general, it involves the most fatal results. The advocacy of violence against the non-violent ignites the passions of the “mad dogs” in every society and turns them loose against champions of new ideas intended to advance Peace, Prosperity and Freedom through Justice for all members of human society. The free and open marketplace for reasoned debate cannot function in an orderly way when invaded by suicide bombers or those who incite violence and killing of non-violent advocates of change. Ignoring such hate-mongering is a formula for spreading fear of free speech throughout society, leaving the pursuit of Truth, Love and Justice to those willing to martyr themselves for their commitment to the advance of civilization. What prompted a mentally unstable person like Jared Lee Loughner to shoot Rep. Gabielle Giffords, or John Hinckley, Jr. to shot Ronald Reagan? Who helped from afar to “pull the trigger” in the assassinations of John F. Kennedy, Martin Luther King, Jr., Medgar Evers and other champions of justice throughout human history? To what extent was the preaching of religious and ideological extremists responsible for 9/11 and for the killing of thousands of innocent people by hate-filled suicide bombers? How can the War of Ideas be won if the advocacy of violence against the non-violent is not suppressed as a social cancer threatening the sacred marketplace of free and open debate? Men are at best only stewards, and they are very select men indeed who are elected of heaven to this honour. The most want the necessary discrimination, and are in their place only when, like Athenian maidens, "bearers of the basket."
Delegates were sent through the country, messages flashed by wire to committees in charge of local Soviets, to Army Committees, instructing them to halt or delay elections to the Congress. Solemn public resolutions against the Congress, declarations that the democracy was opposed to the meeting so near the date of the Constituent Assembly, representatives from the Front, from the Union of Zemstvos, the Peasants’ Union, Union of Cossack Armies, Union of Officers, Knights of St. George, Death Battalions,[8] protesting.... The Council of the Russian Republic was one chorus of disapproval. The entire machinery set up by the Russian Revolution of March functioned to block the Congress of Soviets....
In the higher animals the phenomena which attend this transmission have been investigated, and the exertion of the peculiar energy which resides in the nerves has been found to be accompanied by a disturbance of the electrical state of their molecules.
Slavery is but half abolished, emancipation is but half completed, while millions of freemen with votes in their hands are left without education. If there is anyone out there who still doubts that America is a place where all things are possible, who still wonders if the dream of our founders is alive in our time, who still questions the power of our democracy, tonight is your answer. It's the answer spoken by young and old, rich and poor, Democrat and Republican, black, white, Hispanic, Asian, Native American, gay, straight, disabled and not disabled. Americans who sent a message to the world that we have never been just a collection of individuals or a collection of red states and blue states. We are, and always will be, the United States of America. It's the answer that led those who've been told for so long by so many to be cynical and fearful and doubtful about what we can achieve to put their hands on the arc of history and bend it once more toward the hope of a better day. It's been a long time coming, but tonight, because of what we did on this date in this election at this defining moment change has come to America.
The main problem with today's high-technology society is that we allow politicians to run it instead of people equipped with the wherewithal to understand it. Their mentalities are still in the nineteenth century. How can they hope to manage complex economies when they're not competent to run a yard-sale. What can they do that requires even a smattering of knowledge or intellect? People let them get away with it. If people are gonna elect turkeys to tell them what to do, then the people are gonna have problems. You can't blame the turkeys. The Constitution never guaranteed smart government; it guaranteed representative government. And it works - that's what we've got. The trouble with the damn system is that it selects for the skills needed to get elected, and nothing else... which requires only an ability to fool a sufficient number of people for just long enough to get the votes. Unfortunately the personal qualities necessary for attaining office are practically the opposite of those demanded by the office itself. A test that you can pass only by cheating can't possibly select honest people, can it?
The elect are whosoever will, and the non-elect whosoever won't.
There is a plan, it seems to me, that reaches out of the electron to the rim of the universe and what this plan may be or how it came about is beyond my feeble intellect. But if we are looking for something on which to pin our faith — and, indeed, our hope — the plan might well be it. I think we have thought too small and have been too afraid.
The last point for consideration is the supposed disposition of the people to interfere with the rights of property. So essential does it appear to me, to the cause of good government, that the rights of property should be held sacred, that I would agree to deprive those of the elective franchise against whom it could justly be alleged that they considered it their interest to invade them. Meanwhile the elections for the Constituent Assembly in Petrograd (See App. XI, Sect. 15) gave an enormous plurality to the Bolsheviki; so that even the Mensheviki Internationalists pointed out that the Duma ought to be re-elected, as it no longer represented the political composition of the Petrograd population.... At the same time floods of resolutions from workers’ organisations, from military units, even from the peasants in the surrounding country, poured in upon the Duma, calling it “counter-revolutionary, Kornilovitz,” and demanding that it resign. The last days of the Duma were stormy with the bitter demands of the Municipal workers for decent living wages, and the threat of strikes....
Being desirous of allaying the dissensions of party strife now existing within our realm, I do hereby dissolve and abolish the Democratic and Republican parties, and also do hereby decree the disfranchisement and imprisonment, for not more than 10, nor less than five, years, to all persons leading to any violation of this our imperial decree.

Life is a process of becoming, a combination of states we have to go through. Where people fail is that they wish to elect a state and remain in it. This is a kind of death.

But more potent still, they took the crude, simple desires of the workers, soldiers and peasants, and from them built their immediate programme. And so, while the _oborontsi_ Mensheviki and Socialist Revolutionaries involved themselves in compromise with the bourgeoisie, the Bolsheviki rapidly captured the Russian masses. In July they were hunted and despised; by September the metropolitan workmen, the sailors of the Baltic Fleet, and the soldiers, had been won almost entirely to their cause. The September municipal elections in the large cities (See App. I, Sect. 4) were significant; only 18 per cent of the returns were Menshevik and Socialist Revolutionary, against more than 70 per cent in June....
Private property works like circuitry in electronics, or piping in hydraulics. It conveys wages to the owners of labor power, as well as the various forms of nonwage property income to the owners of capital. In itself, it is no more responsible for maldistribution of purchasing power than the science of bookkeeping is responsible for bankruptcy.

Machines which ape people are tending to encroach on every aspect of people's lives, and that such machines force people to behave like machines. The new electronic devices do indeed have the power to force people to "communicate" with them and with each other on the terms of the machine. Whatever structurally does not fit the logic of machines is effectively filtered from a culture dominated by their use. The machine-like behaviour of people chained to electronics constitutes a degradation of their well-being and of their dignity which, for most people in the long run, becomes intolerable. Observations of the sickening effect of programmed environments show that people in them become indolent, impotent, narcissistic and apolitical. The political process breaks down, because people cease to be able to govern themselves; they demand to be managed.
If we could shrink the Earth’s 5.7 billion population to a village of one hundred people, the resulting profile would look like this: Sixty Asians, fourteen Africans, twelve Europeans, eight Latin Americans, five from the United States and Canada, and one from New Zealand or Australia. Eighty-two would be nonwhite. Sixty-seven would be non-Christian. Thirty-two percent of the entire world’s wealth would be in the hands of five people. All five people would be citizens of the United States. Sixty-seven would be unable to read. Fifty would suffer from malnutrition. Thirty-three would be without access to a safe water supply. Eighty would live in substandard housing. Thirty-nine would lack access to improved sanitation. Twenty-four would not have electricity. Only one would have a college education.30
Conge d'elire=--A leave to elect.
I shall reserve the reasons of its size and power for later. But I greatly marvel that Socrates should have depreciated such a body, and that he should have said that it resembled an incandescent stone; and he who opposed him as regards this error acted rightly.
