Ownership of productive property — long a basic principle of Catholic social doctrine — is more important today than ever before. Productive property (capital) and productive human effort (labor) are the sources of all goods and services. New technology is greatly increasing the contribution of capital to production and causing a decrease in the relative contribution of labor. Many, many tasks which were once done by human hands and minds are now done rapidly and unerringly by machines. Many economists predict that the day will soon come when labor will account for a tiny fraction of production and capital will account for almost all of it. The implications of these trends are inescapable. Unless ownership of productive property becomes more widespread, a growing number of our people will be unable to support themselves or to buy the products of our industry and agriculture. There is no evasion of this moral responsibility of all the nations and especially of the most powerful nations for that peace and justice which, together with the security of one’s own nation, is the object of foreign policy. Too many people who eagerly draw up perfect blueprints for world organization are secretly influenced by the expectation that after the establishment of such legal institutions they will get rid of the continuous responsibility of a burdensome foreign policy. They have fallen into the same fallacy as the classical liberal economists, namely, that if a certain set of legal institutions should be introduced, then out of the individuals’ efforts to pursue their unrestricted self-interest the social harmony would automatically ensue. The result was, of course, not social harmony but the power struggle of collective interests, class struggles, and the like. If in the national order the merely legalistic concept of the state according to the liberal pattern is impossible, a complete juridification of the international order will be even less possible. On World Peace, Justice and Charity . Too many of the planners, moreover, have an optimistic though mechanistic psychology according to which man is the creature of his institutional environment, that is, he is a bundle of causal reactions to the primary acting environmental and objective institutional factors. But this psychology of determinism forgets that man is conditioned and motivated, but not causally determined, by these institutional factors. There remains a residual sphere beyond all causal determinations, where man is morally free and can become truly culpable, not innocently guilty as in the ancient tragedy. [Sophocles’ “Oedipus Trilogy”] Sometimes this over-all juridification is caused by a tacit rejection of man’s moral nature. And contradictions appear, such as this, that Hitler is wholly explained causally as the effect of causes that are sociological, institutional, and so on, and yet considered personally and morally guilty. Politics is an integral part of ethics, as is law. Arbitrary power must be controlled by positive law. But, that law may be enabled to do so, it must itself be backed by power responsible to the moral ideas, to the national common good. The strife among nations can be best settled if the universal law of morality, the principles of natural law as the unwritten constitution of the international community, are commonly accepted. For then power is put in the service of the fundamental moral ideas. And there is no evasion of the principle that the greater the power, influence, and prestige of a nation, the greater is its responsibility for peace and justice. Moreover, the less can this responsibility be shifted to any legal institution, however abstractly perfect, and the nation still hope to return securely to a splendid isolation and to the sole pursuit of its own national happiness. On the other hand, only after the powerful nations are ready to accept in mutual understanding their direct and inseparable responsibility for peace, only then will the legal institution work. But just as important is the perpetual will to establish justice, that is, to work for changes of the actual status quo when it has become an obviously unjust status, the continuation of which would endanger the peace of the world. Peace is the work of justice. Hence it will always be this moral will to justice that gives the legal institutions power. Without this moral will and concordant responsibility, the institutions will be empty hulks, a derision of the idea of law. Though peace, the tranquility of the order, is the work of justice, justice itself ought to be vivified by charity, based on the common brotherhood of men and on the common fatherhood of God. These three — charity vivifying justice, justice working peace, and peace being tranquility of the order — by permeating and inspiring the legal institutions, are the real guaranty for the peace of the world. The greatest of all economists are the fortifying virtues, which the wisest men of all time have arranged under the general heads of Prudence, or Discretion, the spirit which discerns and adopts rightly; Justice, the spirit which rules and divides rightly; Fortitude, the spirit which persists and endures rightly; and Temperance, the spirit which stops and refuses rightly.
I think some economists such as Milton Friedman have given too short a shrift to the Kelso plan. It’s an example of one means of accomplishing a broadening of wealth ownership…a quiet evolution in wealth ownership rather than the unquiet revolutions wealth owners have faced too often in the past.

Not, indeed, immediately, but after a certain interval; for in the field of economic and political philosophy there are not many who are influenced by new theories after they are twenty-five or thirty years of age, so that the ideas which civil servants and politicians and even agitators apply to current events are not likely to be the newest. In 1910, capital inequality there was very high, though still markedly lower than in Europe: the top decile owned about 80 percent of total wealth and the top centile around 45 percent (see Figure 10.5). Interestingly, the fact that inequality in the New World seemed to be catching up with inequality in old Europe greatly worried US economists at the time. Willford King’s book on the distribution of wealth in the United States in 1915—the first broad study of the question—is particularly illuminating in this regard.13 From today’s perspective, this may seem surprising: we have been accustomed for several decades now to the fact that the United States is more inegalitarian than Europe and even that many Americans are proud of the fact (often arguing that inequality is a prerequisite of entrepreneurial dynamism and decrying Europe as a sanctuary of Soviet-style egalitarianism). A century ago, however, both the perception and the reality were strictly the opposite: it was obvious to everyone that the New World was by nature less inegalitarian than old Europe, and this difference was also a subject of pride.

It is by no means, however, the wheat which yields the greatest number of bushels per acre which is the most valuable from a miller's standpoint, for the thinness of the bran and the fineness and strength of the flour are with him important considerations, too often overlooked by the farmer when buying his seed. These are some of the questions which must absorb the energies of the rising generation of economists. The claim of economics for recognition as a science and as a subject of study must be based on its relevance to the actual life of the economic world, on its ability to unravel the practical difficulties of each generation, and so contribute to the progress of nations. Jevons arrived quite early in his career at the doctrines that constituted his most characteristic and original contributions to economics and logic. The theory of utility, which became the keynote of his general theory of political economy, was practically formulated in a letter written in 1860; and the germ of his logical principles of the substitution of similars may be found in the view which he propounded in another letter written in 1861, that "philosophy would be found to consist solely in pointing out the likeness of things." The theory of utility above referred to, namely, that the degree of utility of a commodity is some continuous mathematical function of the quantity of the commodity available, together with the implied doctrine that economics is essentially a mathematical science, took more definite form in a paper on "A General Mathematical Theory of Political Economy," written for the British Association in 1862. This paper does not appear to have attracted much attention either in 1862 or on its publication four years later in the _Journal of the Statistical Society_; and it was not till 1871, when the _Theory of Political Economy_ appeared, that Jevons set forth his doctrines in a fully developed form. It was not till after the publication of this work that Jevons became acquainted with the applications of mathematics to political economy made by earlier writers, notably Antoine Augustin Cournot and H. H. Gossen. The theory of utility was about 1870 being independently developed on somewhat similar lines by Carl Menger in Austria and M.E.L. Walras in Switzerland. As regards the discovery of the connexion between value in exchange and final (or marginal) utility, the priority belongs to Gossen, but this in no way detracts from the great importance of the service which Jevons rendered to English economics by his fresh discovery of the principle, and by the way in which he ultimately forced it into notice. In his reaction from the prevailing view he sometimes expressed himself without due qualification: the declaration, for instance, made at the commencement of the _Theory of Political Economy_, that "value depends entirely upon utility," lent itself to misinterpretation. But a certain exaggeration of emphasis may be pardoned in a writer seeking to attract the attention of an indifferent public. It was not, however, as a theorist dealing with the fundamental data of economic science, but as a brilliant writer on practical economic questions, that Jevons first received general recognition. _A Serious Fall in the Value of Gold_ (1863) and _The Coal Question_ (1865) placed him in the front rank as a writer on applied economics and statistics; and he would be remembered as one of the leading economists of the 19th century even had his _Theory of Political Economy_ never been written. Amongst his economic works may be mentioned _Money and the Mechanism of Exchange_ (1875), written in a popular style, and descriptive rather than theoretical, but wonderfully fresh and original in treatment and full of suggestiveness, a _Primer on Political Economy_ (1878), _The State in Relation to Labour_ (1882), and two works published after his death, namely, _Methods of Social Reform_ and _Investigations in Currency and Finance_, containing papers that had appeared separately during his lifetime. The last-named volume contains Jevons's interesting speculations on the connexion between commercial crises and sun-spots. He was engaged at the time of his death upon the preparation of a large treatise on economics and had drawn up a table of contents and completed some chapters and parts of chapters. In May 1770 appeared the _Deserted Village_. In mere diction and versification this celebrated poem is fully equal, perhaps superior, to the _Traveller_; and it is generally preferred to the _Traveller_ by that large class of readers who think, with Bayes in the _Rehearsal_, that the only use of a plot is to bring in fine things. More discerning judges, however, while they admire the beauty of the details, are shocked by one unpardonable fault which pervades the whole. The fault which we mean is not that theory about wealth and luxury which has so often been censured by political economists. The theory is indeed false; but the poem, considered merely as a poem, is not necessarily the worse on that account. The finest poem in the Latin language--indeed, the finest didactic poem in any language--was written in defence of the silliest and meanest of all systems of natural and moral philosophy. A poet may easily be pardoned for reasoning ill; but he cannot be pardoned for describing ill, for observing the world in which he lives so carelessly that his portraits bear no resemblance to the originals, for exhibiting as copies from real life monstrous combinations of things which never were and never could be found together. What would be thought of a painter who should mix August and January in one landscape, who should introduce a frozen river into a harvest scene? Would it be a sufficient defence of such a picture to say that every part was exquisitely coloured, that the green hedges, the apple-trees loaded with fruit, the waggons reeling under the yellow sheaves, and the sun-burned reapers wiping their foreheads were very fine, and that the ice and the boys sliding were also very fine? To such a picture the _Deserted Village_ bears a great resemblance. It is made up of incongruous parts. The village in its happy days is a true English village. The village in its decay is an Irish village. The felicity and the misery which Goldsmith has brought close together belong to two different countries and to two different stages in the progress of society. He had assuredly never seen in his native island such a rural paradise, such a seat of plenty, content and tranquillity, as his Auburn. He had assuredly never seen in England all the inhabitants of such a paradise turned out of their homes in one day and forced to emigrate in a body to America. The hamlet he had probably seen in Kent; the ejectment he had probably seen in Münster; but by joining the two, he has produced something which never was and never will be seen in any part of the world.
