HAMILTON, ALEXANDER (1757-1804), American statesman and economist, was born, as a British subject, on the island of Nevis in the West Indies on the 11th of January 1757. He came of good family on both sides. His father, James Hamilton, a Scottish merchant of St Christopher, was a younger son of Alexander Hamilton of Grange, Lanarkshire, by Elizabeth, daughter of Sir R. Pollock. His mother, Rachael Fawcett (Faucette), of French Huguenot descent, married when very young a Danish proprietor of St Croix, John Michael Levine, with whom she lived unhappily and whom she soon left, subsequently living with James Hamilton; her husband procured a divorce in 1759, but the court forbade her remarriage.[1] Such unions as hers with James Hamilton were long not uncommon in the West Indies. By her James Hamilton had two sons, Alexander and James. Business misfortunes having caused his father's bankruptcy, and his mother dying in 1768, young Hamilton was thrown upon the care of maternal relatives at St Croix, where, in his twelfth year, he entered the counting-house of Nicholas Cruger. Shortly afterward Mr Cruger, going abroad, left the boy in charge of the business. The extraordinary specimens we possess of his mercantile correspondence and friendly letters, written at this time, attest an astonishing poise and maturity of mind, and self-conscious ambition. His opportunities for regular schooling must have been very scant; but he had cultivated friends who discerned his talents and encouraged their development, and he early formed the habits of wide reading and industrious study that were to persist through his life. An accomplishment later of great service to Hamilton, common enough in the Antilles, but very rare in the English continental colonies, was a familiar command of French. In 1772 some friends, impressed by a description by him of the terrible West Indian hurricane in that year, made it possible for him to go to New York to complete his education. Arriving in the autumn of 1772, he prepared for college at Elizabethtown, N.J., and in 1774 entered King's College (now Columbia University) in New York City. BLANFORD, WILLIAM THOMAS (1832-1905), English geologist and naturalist, was born in London on the 7th of October 1832. He was educated in private schools in Brighton and Paris, and with a view to the adoption of a mercantile career spent two years in a business house at Civita Vecchia. On returning to England in 1851 he was induced to enter the newly established Royal School of Mines, which his younger brother Henry F. Blanford (1834-1893), afterwards head of the Indian Meteorological Department, had already joined; he then spent a year in the mining school at Freiburg, and towards the close of 1854 both he and his brother obtained posts on the Geological Survey of India. In that service he remained for twenty-seven years, retiring in 1882. He was engaged in various parts of India, in the Raniganj coalfield, in Bombay, and in the coalfield near Talchir, where boulders considered to have been ice-borne were found in the Talchir strata--a remarkable discovery confirmed by subsequent observations of other geologists in equivalent strata elsewhere. His attention was given not only to geology but to zoology, and especially to the land-mollusca and to the vertebrates. In 1866 he was attached to the Abyssinian expedition, accompanying the army to Mágdala and back; and in 1871-1872 he was appointed a member of the Persian Boundary Commission. The best use was made of the exceptional opportunities of studying the natural history of those countries. For his many contributions to geological science Dr Blanford was in 1883 awarded the Wollaston medal by the Geological Society of London; and for his labours on the zoology and geology of British India he received in 1901 a royal medal from the Royal Society. He had been elected F.R.S. in 1874, and was chosen president of the Geological Society in 1888. He was created C.I.E. in 1904. He died in London on the 23rd of June 1905. Notwithstanding their composite origin, their wide geographical distribution and their cosmopolitan instincts, the modern Greeks are a remarkably homogeneous people, differing markedly in character from neighbouring races, united by a common enthusiasm in the pursuit of their national aims, and profoundly convinced of their superiority to other nations. Their distinctive character, combined with their traditional tendency to regard non-Hellenic peoples as barbarous, has, indeed, to some extent counteracted the results of their great energy and zeal in the assimilation of other races; the advantageous position which they attained at an early period under Turkish rule owing to their superior civilization, their versatility, their wealth, and their monopoly of the ecclesiastical power would probably have enabled them to Hellenize permanently the greater part of the Balkan peninsula had their attitude towards other Christian races been more sympathetic. Always the most civilized race in the East, they have successively influenced their Macedonian, Roman and Turkish conquerors, and their remarkable intellectual endowments bid fair to secure them a brilliant position in the future. The intense patriotic zeal of the Greeks may be compared with that of the Hungarians; it is liable to degenerate into arrogance and intolerance; it sometimes blinds their judgment and involves them in ill-considered enterprises, but it nevertheless offers the best guarantee for the ultimate attainment of their national aims. All Greeks, in whatever country they may reside, work together for the realization of the Great Idea ([Greek: hê Megalê Idea])--the supremacy of Hellenism in the East--and to this object they freely devote their time, their wealth and their talents; the large fortunes which they amass abroad are often bequeathed for the foundation of various institutions in Greece or Turkey, for the increase of the national fleet and army, or for the spread of Hellenic influence in the Levant. This patriotic sentiment is unfortunately much exploited by self-seeking demagogues and publicists, who rival each other in exaggerating the national pretensions and in pandering to the national vanity. In no other country is the passion for politics so intense; "keen political discussions are constantly going on at the cafés; the newspapers, which are extraordinarily numerous and generally of little value, are literally devoured, and every measure of the government is violently criticized and ascribed to interested motives." The influence of the journals is enormous; even the waiters in the cafés and domestic servants have their favourite newspaper, and discourse fluently on the political problems of the day. Much of the national energy is wasted by this continued political fever; it is diverted from practical aims, and may be said to evaporate in words. The practice of independent criticism tends to indiscipline in the organized public services; it has been remarked that every Greek soldier is a general and every sailor an admiral. During the war of 1897 a young naval lieutenant telegraphed to the minister of war condemning the measures taken by his admiral, and his action was applauded by several journals. There is also little discipline in the ranks of political parties, which are held together, not by any definite principle, but by the personal influence of the leaders; defections are frequent, and as a rule each deputy in the Chamber makes his terms with his chief. On the other hand, the independent character of the Greeks is favourably illustrated by the circumstance that Greece is the only country in the Balkan peninsula in which the government cannot count on securing a majority by official pressure at the elections. Few scruples are observed in political warfare, but attacks on private life are rare. The love of free discussion is inherent in the strongly-rooted democratic instinct of the Greeks. They are in spirit the most democratic of European peoples; no trace of Latin feudalism survives, and aristocratic pretensions are ridiculed. In social life there is no artificial distinction of classes; all titles of nobility are forbidden; a few families descended from the chiefs in the War of Independence enjoy a certain pre-eminence, but wealth and, still more, political or literary notoriety constitute the principal claim to social consideration. The Greeks display great intellectual vivacity; they are clever, inquisitive, quick-witted and ingenious, but not profound; sustained mental industry and careful accuracy are distasteful to them, and their aversion to manual labour is still more marked. Even the agricultural class is but moderately industrious; abundant opportunities for relaxation are provided by the numerous church festivals. The desire for instruction is intense even in the lowest ranks of the community; rhetorical and literary accomplishments possess a greater attraction for the majority than the fields of modern science. The number of persons who seek to qualify for the learned professions is excessive; they form a superfluous element in the community, an educated proletariat, attaching themselves to the various political parties in the hope of obtaining state employment and spending an idle existence in the cafés and the streets when their party is out of power. In disposition the Greeks are lively, cheerful, plausible, tactful, sympathetic; very affable with strangers, hospitable, kind to their servants and dependants, remarkably temperate and frugal in their habits, amiable and united in family life. Drunkenness is almost unknown, thrift is universally practised; the standard of sexual morality is high, especially in the rural districts, where illegitimacy is extremely rare. The faults of the Greeks must in a large degree be attributed to their prolonged subjection to alien races; their cleverness often degenerates into cunning, their ready invention into mendacity, their thrift into avarice, their fertility of resource into trickery and fraud. Dishonesty is not a national vice, but many who would scorn to steal will not hesitate to compass illicit gains by duplicity and misrepresentation; deceit, indeed, is often practised gratuitously for the mere intellectual satisfaction which it affords. In the astuteness of their monetary dealings the Greeks proverbially surpass the Jews, but fall short of the Armenians; their remarkable aptitude for business is sometimes marred by a certain short-sightedness which pursues immediate profits at the cost of ulterior advantages. Their vanity and egoism, which are admitted by even the most favourable observers, render them jealous, exacting, and peculiarly susceptible to flattery. In common with other southern European peoples the Greeks are extremely excitable; their passionate disposition is prone to take offence at slight provocation, and trivial quarrels not infrequently result in homicide. They are religious, but by no means fanatical, except in regard to politico-religious questions affecting their national aims. In general the Greeks may be described as a clever, ambitious and versatile people, capable of great effort and sacrifice, but deficient in some of the more solid qualities which make for national greatness. The Companies Act as consolidated in the act of 1908, and the regulations under them, treat the directors of a company as the persons in whom the management of the company's affairs is vested. But they also contemplate the ultimate controlling power as residing in the shareholders. A controlling power of this kind can only assert itself through general meetings; and that it may have proper opportunities of doing so, every company is required to hold a general meeting, commonly called the statutory meeting, within--as fixed by the Companies Act 1900--three months from the date at which it is entitled to commence business. This first statutory meeting acquired new significance under the Companies Act of 1900 and marks an important stage in the early history of a company. Seven days before it takes place the directors are required to send round to the members a certified report informing them of the general state of the company's affairs--the number of shares allotted, cash received for them, and names and addresses of the members, the amount of preliminary expenses, the particulars of any contract to be submitted to the meeting, &c. Furnished with this report the members come to the meeting in a position to discuss and exercise an intelligent judgment upon the state and prospects of the company. Besides the statutory meeting a company must hold one general meeting at least in every calendar year, and not more than fifteen months after the holding of the last preceding general meeting (Companies (Consolidation) Act 1908, s. 64). This annual general meeting is usually called the ordinary general meeting. Other meetings are extraordinary general meetings. Notices convening a general meeting must inform the shareholders of the particular business to be transacted; otherwise any resolutions passed at the meeting will be invalidated. Voting is generally regulated by the articles. Sometimes a vote is given to a shareholder for every share held by him, but more often a scale is adopted; for instance, one vote is given for every share up to ten, with an additional vote for every five shares beyond the first ten shares up to one hundred, and an additional vote for every ten shares beyond the first hundred. In default of any regulations, every member has one vote only. Sometimes preference shareholders are given no vote at all. A poll may be demanded on any special resolution by three persons unless the articles require five (Companies (Consolidation) Act 1908, s. 69). Entry: A

After fourteen years' residence in Bengal Hastings did not return home a rich man, estimated by the opportunities of his position. According to the custom of the time he had augmented his slender salary by private trade. At a later date he was charged by Burke with having taken up profitable contracts for supplying bullocks for the use of the Company's troops. It is admitted that he conducted by means of agents a large business in timber in the Gangetic Sundarbans. When at Falta he had married Mrs Buchanan, the widow of an officer. She bore him two children, of whom one died in infancy at Murshidabad, and was shortly followed to the grave by her mother. Their common gravestone is in existence at the present day, bearing date July 11, 1759. The other child, a son, was sent to England, and also died shortly before his father's return. While at home Hastings is said to have attached himself to literary society; and it may be inferred from his own letters that he now made the personal acquaintance of Samuel Johnson and Lord Mansfield. In 1766 he was called upon to give evidence before a committee of the House of Commons upon the affairs of Bengal. The good sense and clearness of the views which he expressed caused attention to be paid to his desire to be again employed in India. His pecuniary affairs were embarrassed, partly from the liberality with which he had endowed his few surviving relatives. The great influence of Lord Clive was also exercised on his behalf. At last, in the winter of 1768, he received the appointment of second in council at Madras. Among his companions on his voyage round the Cape were the Baron Imhoff, a speculative portrait-painter, and his wife, a lady of some personal attractions and great social charm, who was destined henceforth to be Hastings's lifelong companion. Of his two years' work at Madras it is needless to speak in detail. He won the good-will of his employers by devoting himself to the improvement of their manufacturing business, and he kept his hands clean from the prevalent taint of pecuniary transactions with the nawab of the Carnatic. One fact of some interest is not generally known. He drew up a scheme for the construction of a pier at Madras, to avoid the dangers of landing through the surf, and instructed his brother-in-law in England to obtain estimates from the engineers Brindley and Smeaton. Encouraged by this first success, Macaulay now threw himself with ardour into the life of the House of Commons, while at the same time he continued to enjoy to the full the social opportunities which his literary and political celebrity had placed within his reach. He dined out almost nightly, and spent many of his Sundays at the suburban villas of the Whig leaders, while he continued to supply the _Edinburgh Review_ with articles. On the triumph of Earl Grey's cabinet, and the passing of the Reform Act in June 1832, Macaulay, whose eloquence had signalized every stage of the conflict, became one of the commissioners of the board of control, and applied himself to the study of Indian affairs. Giving his days to India and his nights to the House of Commons, he could only devote a few hours to literary composition by rising at five when the business of the house had allowed of his getting to bed in time on the previous evening. Since the incorporation of the British consular service in the civil service there have been several proposals to "reform" the system with the view of increasing its usefulness, more particularly from the point of view of providing assistance to British trade abroad (see _Reports of Special Committees of the House of Commons on the Consular Service_, 1858, 1872, 1903). It has been frequently urged that British consuls in their commercial knowledge and intercourse with foreign merchants compare unfavourably, for example, with the consuls of the United States. It must be remembered, however, that there are points of striking dissimilarity between the duties of the consuls of these two countries. The American consul is necessarily brought much into touch with the trade and commerce of the country to which he is assigned through the system of consular invoices (see Ad Valorem); in his ordinary reports he is not confined to one stereotyped form, and when preparing special reports (a valuable feature of the United States consular service) he is liberally treated as regards any expense to which he has been put in obtaining information. He is practically free from the multifarious duties which the English consul has to discharge in connexion with the mercantile marine, nor has he to perform marriage ceremonies; and financially he is much better off, being allowed to retain as personal all fees obtained from his notarial duties. The Committee of 1903 was appointed to inquire, _inter alia_, whether the limits of age--25 to 50--for candidates should be altered, and whether service as a vice-consul for a certain period should be required to qualify for promotion to the rank of consul; whether means could not be adopted to give consular officers opportunities of increasing their practical knowledge of commercial matters and to bring them more into personal contact with the commercial community. The suggestions of the committee as the result of its inquiries were adopted in principle by the Foreign Office. The consular service is now grouped into three main divisions: (1) the general service; (2) Levant and Persia; and (3) China, Japan, Korea and Siam. The general consular service is graded into three divisions: first grade, consuls-general, salary £1000 with local allowances; second grade, consuls-general and consuls, salary £800 and local allowances; third grade, consuls, salary £600, with local allowances. Vice-consuls have an annual salary of £350, rising by annual increments of £15 to £450. In the general consular service appointments are sometimes made to the higher offices from the ranks, but more usually from a select list of nominees, who must pass a qualifying examination. A proportion of the vacancies are reserved for competition amongst candidates who have had actual commercial experience. Divisions 2 and 3 are recruited by open competition. There were at one time a small number of commercial agents whose business consisted in watching and reporting on the commerce, industries and products of special districts, and in answering inquiries on commercial subjects. Their duties were subsequently transferred to the consular staff, and a new class of officers, consular attachés, created. The consular attachés divide their time between special investigations abroad, and visits to manufacturing districts in the United Kingdom. The headquarters of the commercial attachés in Europe, except those at Paris and Constantinople, were transferred to London, without defined districts, in 1907 (see _Report on the System of British Commercial Attachés and Agents_, 1908, Cd. 3610). "Pro-consuls" are frequently appointed for the purpose of administering oaths, taking affidavits or affirmations, and performing notarial acts under the Commissioners for Oaths Acts 1889. Entry: A

Until the last of the revised treaties was ratified, voices of protest against revision continued to be vehemently raised by a large section of the foreign community in the settlements. Some were honestly apprehensive as to the issue of the experiment. Others were swayed by racial prejudice. A few had fallen into an insuperable habit of grumbling, or found their account in advocating conservatism under pretence of championing foreign interests; and all were naturally reluctant to forfeit the immunity from taxation hitherto enjoyed. It seemed as though the inauguration of the new system would find the foreign community in a mood which must greatly diminish the chances of a happy result, for where a captious and aggrieved disposition exists, opportunities to discover causes of complaint cannot be wanting. But at the eleventh hour this unfavourable demeanour underwent a marked change. So soon as it became evident that the old system was hopelessly doomed, the sound common sense of the European and American business man asserted itself. The foreign residents let it be seen that they intended to bow cheerfully to the inevitable, and that no obstacles would be willingly placed by them in the path of Japanese jurisdiction. The Japanese, on their side, took some promising steps. An Imperial rescript declared in unequivocal terms that it was the sovereign's policy and desire to abolish all distinctions between natives and foreigners, and that by fully carrying out the friendly purpose of the treaties his people would best consult his wishes, maintain the character of the nation, and promote its prestige. The premier and other ministers of state issued instructions to the effect that the responsibility now devolved on the government, and the duty on the people, of enabling foreigners to reside confidently and contentedly in every part of the country. Even the chief Buddhist prelates addressed to the priests and parishioners in their dioceses injunctions pointing out that, freedom of conscience being now guaranteed by the constitution, men professing alien creeds must be treated as courteously as the followers of Buddhism, and must enjoy the same rights and privileges. The terms on which business is conducted are various even in a single market, and it is sometimes a reproach that British firms are old-fashioned in their reluctance to give credit. The so-called enterprising methods of some German traders are, however, condemned by many experienced English traders, and it is said that in China, for instance, the seeming successes of the newcomers are delusive. The Tientsin developments of German business on credit terms are said to have proved unsatisfactory, and heavy losses were suffered in Hong-Kong some years ago by merchants who endeavoured to initiate a bolder system of trading. The very common complaint of British consuls that British firms neglect to send out travellers may have some foundation, but a commercial house naturally follows the line of least resistance to the development of its trade, and cannot be expected to work remote and barren ground when better opportunities are near at hand. On the whole it appears that the British cotton trade continues to increase to a satisfactory degree in fancy and special goods, which require for their production a comparatively high degree of technical skill, and are more lucrative than some of the simpler products in which competitors have been most formidable. Various finishing processes, and particularly the mercerizing of yarn and cloth, have increased the possibilities in cotton materials, and while staples still form the bulk of our foreign trade, it seems that as the stress of competition in these grows acute, more and more of our energy may be transferred to the production of goods which appeal to a growing taste or fancy.
