BARROT, CAMILLE HYACINTHE ODILON (1791-1873), French politician, was born at Villefort (Lozère) on the 19th of September 1791. He belonged to a legal family, his father, an advocate of Toulouse, having been a member of the Convention who had voted against the death of Louis XVI. Odilon Barrot's earliest recollections were of the October insurrection of 1795. He was sent to the military school of Saint-Cyr, but presently removed to the Lycée Napoleon to study law and was called to the Parisian bar in 1811. He was placed in the office of the _conventionel_ Jean Mailhe, who was advocate before the council of state and the court of cassation and was proscribed at the second restoration. Barrot eventually succeeded him in both positions. His dissatisfaction with the government of the restoration was shown in his conduct of some political trials. For his opposition in 1820 to a law by which any person might be arrested and detained on a warrant signed by three ministers, he was summoned before a court of assize, but acquitted. Although intimate with Lafayette and others, he took no actual share in their schemes for the overthrow of the government, but in 1827 he joined the association known as _Aide-toi, le ciel t'aidera_. He presided over the banquet given by the society to the 221 deputies who had signed the address of March 1830 to Charles X., and threatened to reply to force by force. After the ordinances of the 26th of July 1830, he joined the National Guard and took an active part in the revolution. As secretary of the municipal commission, which sat at the hôtel-de-ville and formed itself into a provisional government, he was charged to convey to the chamber of deputies a protest embodying the terms which the advanced Liberals wished to impose on the king to be elected. He supported the idea of a constitutional monarchy against the extreme Republicans, and he was appointed one of the three commissioners chosen to escort Charles X. out of France. On his return he was nominated prefect of the department of the Seine. His concessions to the Parisian mob and his extreme gentleness towards those who demanded the prosecution of the ministers of Charles X. led to an unflattering comparison with Jérôme Pétion under similar circumstances. Louis Philippe's government was far from satisfying his desires for reform, and he persistently urged the "broadening of the bases of the monarchy," while he protested his loyalty to the dynasty. He was returned to the chamber of deputies for the department of Eure in 1831. The day after the demonstration of June 1832 on the occasion of the funeral of General Lamarque, he made himself indirectly the mouthpiece of the Democrats in an interview with Louis Philippe, which is given at length in his _Mémoires_. Subsequently, in pleading before the court of cassation on behalf of one of the rioters, he secured the annulling of the judgments given by the council of war. The death of the duke of Orleans in 1842 was a blow to Barrot's party, which sought to substitute the regency of the duchess of Orleans for that of the duke of Nemours in the event of the succession of the count of Paris. In 1846 Barrot made a tour in the Near East, returning in time to take part a second time in the preliminaries of revolution. He organized banquets of the disaffected in the various cities of France, and demanded electoral reform to avoid revolution. He did not foresee the strength of the outbreak for which his eloquence had prepared the way, and clung to the programme of 1830. He tried to support the regency of the duchess in the chamber on the 24th of February, only to find that the time was past for [v.03 p.0440] half-measures. He acquiesced in the republic and gave his adhesion to General Cavaignac. He became the chief of Louis Napoleon's first ministry in the hope of extracting Liberal measures, but was dismissed in 1849 as soon as he had served the president's purpose of avoiding open conflict. After the _coup d'état_ of December 1851 he was one of those who sought to accuse Napoleon of high treason. He was imprisoned for a short time and retired from active politics for some ten years. He was drawn once more into affairs by the hopes of reform held out by Émile Ollivier, accepting in 1869 the presidency of an extra-parliamentary committee on decentralization. After the fall of the empire he was nominated by Thiers, whom he had supported under Louis Philippe, president of the council of state. But his powers were now failing, and he had only filled his new office for about a year when he died at Bougival on the 6th of August 1873. He had been sufficiently an optimist to believe in the triumph of the liberal but non-republican institutions dear to him under the restoration, under Louis Philippe and Louis Napoleon successively. He was unable to foresee and unwilling to accept the consequences of his political agitation in 1830 and 1848, and in spite of his talents and acknowledged influence he thus failed to secure the honours won by more uncompromising politicians. IMAGINATION, in general, the power or process of producing mental pictures or ideas. The term is technically used in psychology for the process of reviving in the mind percepts of objects formerly given in sense perception. Since this use of the term conflicts with that of ordinary language, some psychologists have preferred to describe this process as "imaging" or "imagery" or to speak of it as "reproductive" as opposed to "productive" or "constructive" imagination (see IMAGE and PSYCHOLOGY). The common use of the term is for the process of forming in the mind new images which have not been previously experienced, or at least only partially or in different combinations. Thus the image of a centaur is the result of combining the common percepts of man and horse: fairy tales and fiction generally are the result of this process of combination. Imagination in this sense, not being limited to the acquisition of exact knowledge by the requirements of practical necessity, is up to a certain point free from objective restraints. In various spheres, however, even imagination is in practice limited: thus a man whose imaginations do violence to the elementary laws of thought, or to the necessary principles of practical possibility, or to the reasonable probabilities of a given case is regarded as insane. The same limitations beset imagination in the field of scientific hypothesis. Progress in scientific research is due largely to provisional explanations which are constructed by imagination, but such hypotheses must be framed in relation to previously ascertained facts and in accordance with the principles of the particular science. In spite, however, of these broad practical considerations, imagination differs fundamentally from belief in that the latter involves "objective control of subjective activity" (Stout). The play of imagination, apart from the obvious limitations (e.g. of avoiding explicit self-contradiction), is conditioned only by the general trend of the mind at a given moment. Belief, on the other hand, is immediately related to practical activity: it is perfectly possible to _imagine_ myself a millionaire, but unless I _believe_ it I do not, therefore, act as such. Belief always endeavours to conform to objective conditions; though it is from one point of view subjective it is also objectively conditioned, whereas imagination as such is specifically free. The dividing line between imagination and belief varies widely in different stages of mental development. Thus a savage who is ill frames an ideal reconstruction of the causes of his illness, and attributes it to the hostile magic of an enemy. In ignorance of pathology he is satisfied with this explanation, and actually _believes_ in it, whereas such a hypothesis in the mind of civilized man would be treated as a pure effort of imagination, or even as a hallucination. It follows that the distinction between imagination and belief depends in practice on knowledge, social environment, training and the like. Entry: IMAGINATION

_Religion._--The religious profession of the Colombian people is Roman Catholic, and is recognized as such by the constitution, but the exercise is permitted of any other form of worship which is not contrary to Christian morals or to the law. There is one Protestant church in Bogotá, but the number of non-Catholics is small and composed of foreign residents. There has been a long struggle between liberals and churchmen in Colombia, and at one time the latter completely lost their political influence over the government, but the common people remained loyal to the Church, and the upper classes found it impossible to sever the ties which bound them to it. The constitution of 1861 disestablished the Church, confiscated a large part of its property, and disfranchised the clergy, but in 1886 political rights were restored to the latter and the Roman Catholic religion was declared to be the faith of the nation. The rulers of the Church have learned by experience, however, that they can succeed best by avoiding partisan conflicts, and the archbishop of Bogotá gave effect to this in 1874 by issuing an edict instructing priests not to interfere in politics. The Church influence with all classes is practically supreme and unquestioned, and it still exercises complete control in matters of education. The Colombian hierarchy consists of an archbishop, residing at Bogotá, 10 bishops, 8 vicars-general, and 2170 priests. There were also in 1905 about 750 members of 10 monastic and religious orders. The removal of all immediate danger of a Franco-Russian alliance did not prevent Bismarck from strengthening in other ways the diplomatic position of Germany, and the result of his efforts soon became apparent in the alliance of Italy with the two central powers. Ever since the Franco-German War of 1870-71, and more especially since the congress of Berlin in 1878, the Italian government had shown itself restless and undecided in its foreign policy. As it was to France that Italy owed her emancipation from Austrian rule, it seemed natural that the two countries should remain allies, but anything like cordial co-operation was prevented by conflicting interests and hostile feeling. The French did not consider the acquisition of Savoy and Nice a sufficient compensation for the assistance they had given to the cause of Italian unity, and they did not know, or did not care to remember, that their own government was greatly to blame for the passive attitude of Italy in the hour of their great national misfortunes. On the other hand, a considerable amount of bitterness against France had been gradually accumulating in the hearts of the Italians. As far back as the end of the war of 1859, popular opinion had been freely expressed against Napoleon III., because he had failed to keep his promise of liberating Italy "from the Alps to the Adriatic." The feeling was revived and intensified when it became known that he was opposing the annexation of central and southern Italy, and that he obtained Savoy and Nice as the price of partly withdrawing his opposition. Subsequently, in the war of 1866, he was supposed to have insulted Italy by making her conclude peace with Austria, on the basis of the cession of Venetia, before she could wipe out the humiliation of her defeats at Custozza and Lissa. Then came the French protection of the pope's temporal power as a constant source of irritation, producing occasional explosions of violent hostility, as when the new Chassepot rifles were announced to have "worked wonders" among the Garibaldians at Mentana. When the Second Empire was replaced by the Republic, the relations did not improve. French statesmen of the Thiers school had always condemned the imperial policy of permitting and even encouraging the creation of large, powerful states on the French frontiers, and Thiers himself publicly attributed to this policy the misfortunes of his country. With regard to Italy, he said openly that he regretted what had been done, though he had no intention of undoing it. The first part of this statement was carefully noted in Italy, and the latter part was accepted with scepticism. In any case his hand might perhaps be forced, for in the first republican chamber the monarchical and clerical element was very strong, and it persistently attempted to get something done in favour of the temporal power. Even when the party of the Left undertook the direction of affairs in 1876, the government did not become anti-clerical in its foreign policy, and Italian statesmen resigned themselves to a position of political isolation. The position had its advantages. Events in the Balkan Peninsula foreshadowed a great European war, and it seemed that in the event of Europe's being divided into two hostile camps, Italy might have the honour and the advantage of regulating the balance of power. By maintaining good relations with all her neighbours and carefully avoiding all inconvenient entanglements, she might come forward at the critical moment and dictate her own terms to either of the contending parties, or offer her services to the highest bidder. This Machiavellian policy did not give the expected results. Being friends with everybody in a general way may be the best course for an old, conservative country which desires merely the maintenance of the _status quo_, but it does not secure the energetic diplomatic support required by a young enterprising state which wishes to increase its territory and influence. At the congress of Berlin, when several of the powers got territorial acquisitions, Italy got nothing. The Italians, who were in the habit of assuming, almost as a matter of principle, that from all European complications they had a right to obtain some tangible advantage, were naturally disappointed, and they attributed their misfortune to their political isolation. The policy of the free hand consequently fell into disrepute, and the desire for a close, efficient alliance revived. But with what power or powers should an alliance be made? The remnants of the old party of action, who still carried the _Italia Irredenta_ banner, had an answer ready. They recommended that alliances should be concluded with a view to wresting from Austria the Trentino and Trieste, with Dalmatia, perhaps, into the bargain. On the other hand, the Conservatives and the Moderates considered that the question of the Trentino and Trieste was much less important than that of political influence in the Mediterranean. A strong Austria was required, it was said, to bar the way of Russia to the Adriatic, and France must not be allowed to pursue unchecked her policy of transforming the Mediterranean into a French lake. Considerations of this kind led naturally to the conclusion that Italy should draw closer to the powers of central Europe. So the question appeared from the standpoint of "la haute politique." From the less elevated standpoint of immediate political interests, it presented conflicting considerations. A _rapprochement_ with the central powers might prevent the conclusion of a commercial treaty with France, and thereby increase the financial and economic difficulties with which the young kingdom was struggling, whereas a _rapprochement_ with France would certainly excite the hostility of Bismarck, who was retiring from the _Kulturkampf_ and journeying towards Canossa, and who might possibly conciliate the pope by helping him to recover his temporal sovereignty at the expense of Italy. Altogether the problem was a very complicated one. The conflicting currents so nearly balanced each other, that the question as to which way the ship would drift might be decided by a little squall of popular sentiment. A very big squall was brewing. At the general election of 1806 Burdett was a leading supporter of James Paull, the reform candidate for the city of Westminster; but in the following year a misunderstanding led to a duel between Burdett and Paull in which both combatants were wounded. At the general election in 1807 Burdett, in spite of his reluctance, was nominated for Westminster, and amid great enthusiasm was returned at the top of the poll. He took up again the congenial work of attacking abuses and agitating for reform, and in 1810 came sharply into collision with the House of Commons. A radical named John Gale Jones had been committed to prison by the House, a proceeding which was denounced by Burdett, who questioned the power of the House to take this step, and vainly attempted to secure the release of Jones. He then issued a revised edition of his speech on this occasion, and it was published by William Cobbett in the _Weekly Register_. The House voted this action a breach of privilege, and the speaker issued a warrant for Burdett's arrest. Barring himself in his house, he defied the authorities, while the mob gathered in his defence. At length his house was entered, and under an escort of soldiers he was conveyed to the Tower. Released when parliament was prorogued, he caused his supporters much disappointment by returning to Westminster by water, and so avoiding a demonstration in his honour. He then brought actions against the speaker and the serjeant-at-arms, but the courts upheld the action of the House. In parliament Burdett denounced corporal punishment in the army, and supported all attempts to check corruption, but his principal efforts were directed towards procuring a reform of parliament, and the removal of Roman Catholic disabilities. In 1809 he had proposed a scheme of parliamentary reform, and returning to the subject in 1817 and 1818 he anticipated the Chartist movement by suggesting universal male suffrage, equal electoral districts, vote by ballot, and annual parliaments; but his motions met with very little support. He succeeded, however, in carrying a resolution in 1825 that the House should consider the laws concerning Roman Catholics. This was followed by a bill embodying his proposals, which passed the Commons but was rejected by the Lords. In 1827 and 1828 he again proposed resolutions on this subject, and saw his proposals become law in 1829. In 1820 Burdett had again come into serious conflict with the government. Having severely censured its action with reference to the "Manchester massacre," he was prosecuted at Leicester assizes, fined £1000, and committed to prison for three months. After the passing of the Reform Bill in 1832 the ardour of the veteran reformer was somewhat abated, and a number of his constituents soon took umbrage at his changed attitude. Consequently he resigned his seat early in 1837, but was re-elected. However, at the general election in the same year he forsook Westminster and was elected member for North Wiltshire, which seat he retained, acting in general with the Conservatives, until his death on the 23rd of January 1844. He left a son, Robert, who succeeded to the baronetcy, and five daughters, the youngest of whom became the celebrated Baroness Burdett-Coutts. Impetuous and illogical, Burdett did good work as an advocate of free speech, and an enemy of corruption. He was exceedingly generous, and spent money lavishly in furthering projects of reform. The Spanish scheme had to wait, and when John got back to England he was soon absorbed in domestic politics. The king was prematurely old, the Black Prince's health was broken. John, in spite of the unpopularity of his ill-success, was forced into the foremost place. As head of the court party he had to bear the brunt of the attack on the administration made by the Good Parliament in 1376. It was not perhaps altogether just, and John was embittered by reflections on his loyalty. As soon as the parliament was dissolved he had its proceedings reversed, and next year secured a more subservient assembly. There came, however, a new development. The duke's politics were opposed by the chief ecclesiastics, and in resisting them he had made use of Wycliffe. With Wycliffe's religious opinions he had no sympathy. Nevertheless when the bishops arraigned the reformer for heresy John would not abandon him. The conflict over the trial led to a violent quarrel with the Londoners, and a riot in the city during which John was in danger of his life from the angry citizens. The situation was entirely altered by the death of Edward III. on the 21st of June. Though his enemies had accused him of aiming at the throne, John was without any taint of disloyalty. In his nephew's interests he accepted a compromise, disclaimed before parliament the truth of the malicious rumours against him, and was reconciled formally with his opponents. Though he took his proper place in the ceremonies at Richard's coronation, he showed a tactful moderation by withdrawing for a time from any share in the government. However, in the summer of 1378, he commanded in an attack on St Malo, which through no fault of his failed. To add to this misfortune, during his absence some of his supporters violated the sanctuary at Westminster. He vindicated himself somewhat bitterly in a parliament at Gloucester, but still avoiding a prominent part in the government, accepted the command on the Scottish border. He was there engaged when his palace of the Savoy in London was burnt during the peasants' revolt in June 1381. Wild reports that even the government had declared him a traitor made him seek refuge in Scotland. Richard had, however, denounced the calumnies, and at once recalled his uncle. Entry: LANCASTER

The chief objects for which Flood strove were the shortening of the duration of parliament--which had then no legal limit in Ireland except that of the reigning sovereign's life,--the reduction of the scandalously heavy pension list, the establishment of a national militia, and, above all, the complete legislative independence of the Irish parliament. For some years little was accomplished; but in 1768 the English ministry, which had special reasons at the moment for avoiding unpopularity in Ireland, allowed an octennial bill to pass, which was the first step towards making the Irish House of Commons in some measure representative of public opinion. It had become the practice to allow crown patronage in Ireland to be exercised by the owners of parliamentary boroughs in return for their undertaking to manage the House in the government interest. But during the viceroyalty of Lord Townsend the aristocracy, and more particularly these "undertakers" as they were called, were made to understand that for the future their privileges in this respect would be curtailed. When, therefore, an opportunity was taken by the government in 1768 for reasserting the constitutional subordination of the Irish parliament, these powerful classes were thrown into temporary alliance with Flood. In the following year, in accordance with the established procedure, a money bill was sent over by the privy council in London for acceptance by the Irish House of Commons. Not only was it rejected, but contrary to custom a reason for this course was assigned, namely, that the bill had not originated in the Irish House. In consequence parliament was peremptorily prorogued, and a recess of fourteen months was employed by the government in securing a majority by the most extensive corruption.[1] Nevertheless when parliament met in February 1771 another money bill was thrown out on the motion of Flood; and the next year Lord Townsend, the lord lieutenant whose policy had provoked this conflict, was recalled. The struggle was the occasion of a publication, famous in its day, called _Baratariana_, to which Flood contributed a series of powerful letters after the manner of Junius, one of his collaborators being Henry Grattan.
