_Climate._--The climate is trying, showing great extremes of temperature (20° F. below zero to 100° above) and marked local variations. The south-eastern coast and islands are mildest. The mean average temperature of Boston is 48° F. In the interior it is slightly lower. The mean summer temperature generally over the state is about 70° F. Changes are often sudden, and the passage from winter to summer is through a rapid spring. The ocean tempers the climate considerably on the seaboard. Boston Harbor has been frozen over in the past, but steamtugs plying constantly now prevent the occurrence of such obstruction. In the elevated region in the west the winters are decidedly severe, and the springs and summers often late and cold. Williamstown has a winter mean of about 23° F. The yearly precipitation is about 39 to 45 in., decreasing inland, and is evenly distributed throughout the year. Fogs are common on the coast, and east wind drizzles; the north-east winds being the weather bane of spring and late autumn. In the summer and the autumn the weather is commonly fine, and often most beautiful; and especially in the Berkshires a cool, pure and elastic atmosphere prevails, relatively dry, and altogether delightful. But the assumption at the breeding season of a conspicuously brilliant plumage is not always due to a moult. In many birds, notably many Passerines, this change is brought about by shedding the tips of the feathers, which are of a duller hue than the rest of the feather. The principle of autonomy was suspected at Athens and Belgrade as calculated to ensure Bulgarian predominance and to delay or preclude the ultimate partition of the country. At Athens, especially, the progress of the Bulgarian movement was viewed with much alarm; it was feared that Macedonia would be lost to Hellenism, and in 1896 the _Ethniké Hetaerea_ (see GREECE and CRETE) sent numerous bands into the southern districts of the country. The Hetaerea aimed at bringing about a war between Greece and Turkey, and the outbreak of trouble in Crete enabled it to accomplish its purpose. During the Greco-Turkish War (q.v.) Macedonia remained quiet, Bulgaria and Servia refraining from interference under pressure from Austria, Russia and the other great powers. The reverses of the Greeks were to the advantage of the Bulgarian movement, which continued to gain strength, but after the discovery of a hidden dépôt of arms at Vinitza in 1897 the Turkish authorities changed their attitude towards the Bulgarian element; extreme and often barbarous methods of repression were adopted, and arms were distributed among the Moslem population. The capture of an American missionary, Miss Stone, by a Bulgarian band under Sandansky in the autumn of 1901 proved a windfall to the revolutionaries, who expended her ransom of LT16,000 in the purchase of arms and ammunition. Of Hume's early education little is known beyond what he has himself stated in his _Life_. He appears to have entered the Greek classes of the university of Edinburgh in 1723, and, he tells us, "passed through the ordinary course of education with success." From a letter printed in Burton's _Life_ (i. 30-39), it appears that about 1726 Hume returned to Ninewells with a fair knowledge of Latin, slight acquaintance with Greek and literary tastes decidedly inclining to "books of reasoning and philosophy, and to poetry and the polite authors." We do not know, except by inference, to what studies he especially devoted himself. It is, however, clear that from his earliest years he began to speculate upon the nature of knowledge in the abstract, and its concrete applications, as in theology, and that with this object he studied largely the writings of Cicero and Seneca and recent English philosophers (especially Locke, Berkeley and Butler). His acquaintance with Cicero is clearly proved by the form in which he cast some of the most important of his speculations. From his boyhood he devoted himself to acquiring a literary reputation, and throughout his life, in spite of financial and other difficulties, he adhered to his original intention. A man of placid and even phlegmatic temperament, he lived moderately in all things, and sought worldly prosperity only so far as was necessary to give him leisure for his literary work. At first he tried law, but was unable to give his mind to a study which appeared to him to be merely a barren waste of technical jargon. At this time the intensity of his intellectual activity in the area opened up to him by Locke and Berkeley reduced him to a state of physical exhaustion. In these circumstances he determined to try the effect of complete change of scene and occupation, and in 1734 entered a business house in Bristol. In a few months he found "the scene wholly unsuitable" to him, and about the middle of 1734 set out for France, resolved to spend some years in quiet study. He visited Paris, resided for a time at Rheims and then settled at La Flèche, famous in the history of philosophy as the school of Descartes. His health seems to have been perfectly restored, and during the three years of his stay in France his speculations were worked into systematic form in the _Treatise of Human Nature_. In the autumn of 1737 he was in London arranging for its publication and polishing it in preparation for the judgments of the learned. In January 1739 appeared the first and second volumes of the _Treatise of Human Nature, being an Attempt to Introduce the Experimental Method of Reasoning into Moral Subjects_, containing book i., _Of the Understanding_, and book ii., _Of the Passions_. The third volume, containing book iii., _Of Morals_, was published in the following year. The publisher of the first two volumes, John Noone, gave him £50 and twelve bound copies for a first edition of one thousand copies. Hume's own words best describe its reception. "Never literary attempt was more unfortunate; it fell _dead-born from the press_, without reaching such distinction as even to excite a murmur among the zealots." "But," he adds, "being naturally of a cheerful and sanguine temper, I very soon recovered the blow, and prosecuted with great ardour my studies in the country." This brief notice, however, is not sufficient to explain the full significance of the event for Hume's own life. The work undoubtedly failed to do what its author expected from it; even the notice, otherwise not unsatisfactory, which it obtained in the _History of the Works of the Learned_, then the principal critical journal, did not in the least appreciate the true bearing of the _Treatise_ on current discussions. Hume naturally expected that the world would see as clearly as he did the connexion between the concrete problems agitating contemporary thought and the abstract principles on which their solution depended. Accordingly he looked for opposition, and expected that, if his principles were received, a change in general conceptions of things would ensue. His disappointment at its reception was great; and though he never entirely relinquished his metaphysical speculations, though all that is of value in his later writings depends on the acute analysis of human nature to which he was from the first attracted, one cannot but regret that his high powers were henceforth withdrawn for the most part from the consideration of the foundations of belief, and expended on its practical applications. In later years he attributed his want of success to the immature style of his early exposition, to the rashness of a young innovator in an old and well-established province of literature. But this has little foundation beyond the irritation of an author at his own failure to attract such attention as he deems his due. None of the principles of the _Treatise_ is given up in the later writings, and no addition is made to them. The civil calendar of all European countries has been borrowed from that of the Romans. Romulus is said to have divided the year into ten months only, including in all 304 days, and it is not very well known how the remaining days were disposed of. The ancient Roman year commenced with March, as is indicated by the names September, October, November, December, which the last four months still retain. July and August, likewise, were anciently denominated Quintilis and Sextilis, their present appellations having been bestowed in compliment to Julius Caesar and Augustus. In the reign of Numa two months were added to the year, January at the beginning and February at the end; and this arrangement continued till the year 452 B.C., when the Decemvirs changed the order of the months, and placed February after January. The months now consisted of twenty-nine and thirty days alternately, to correspond with the synodic revolution of the moon, so that the year contained 354 days; but a day was added to make the number odd, which was considered more fortunate, and the year therefore consisted of 355 days. This differed from the solar year by ten whole days and a fraction; but, to restore the coincidence, Numa ordered an additional or intercalary month to be inserted every second year between the 23rd and 24th of February, consisting of twenty-two and twenty-three days alternately, so that four years contained 1465 days, and the mean length of the year was consequently 366¼ days. The additional month was called _Mercedinus_ or _Mercedonius_, from _merces_, wages, probably because the wages of workmen and domestics were usually paid at this season of the year. According to the above arrangement, the year was too long by one day, which rendered another correction necessary. As the error amounted to twenty-four days in as many years, it was ordered that every third period of eight years, instead of containing four intercalary months, amounting in all to ninety days, should contain only three of those months, consisting of twenty-two days each. The mean length of the year was thus reduced to 365¼ days; but it is not certain at what time the octennial periods, borrowed from the Greeks, were introduced into the Roman calendar, or whether they were at any time strictly followed. It does not even appear that the length of the intercalary month was regulated by any certain principle, for a discretionary power was left with the pontiffs, to whom the care of the calendar was committed, to intercalate more or fewer days according as the year was found to differ more or less from the celestial motions. This power was quickly abused to serve political objects, and the calendar consequently thrown into confusion. By giving a greater or less number of days to the intercalary month, the pontiffs were enabled to prolong the term of a magistracy or hasten the annual elections; and so little care had been taken to regulate the year, that, at the time of Julius Caesar, the civil equinox differed from the astronomical by three months, so that the winter months were carried back into autumn and the autumnal into summer. BULLFINCH (_Pyrrhula vulgaris_), the ancient English name given to a bird belonging to the family _Fringillidae_ (see FINCH), of a bluish-grey and black colour above, and generally of a bright tile-red beneath, the female differing chiefly in having its under-parts chocolate-brown. It is a shy bird, not associating with other species, and frequents well-wooded districts, being very rarely seen on moors or other waste lands. It builds a shallow nest composed of twigs lined with fibrous roots, on low trees or thick underwood, only a few feet from the ground, and lays four or five eggs of a bluish-white colour speckled and streaked with purple. The young remain with their parents during autumn and winter, and pair in spring, not building their nests, however, till May. In spring and summer they feed on the buds of trees and bushes, choosing, it is said, such only as contain the incipient blossom, and thus doing immense injury to orchards and gardens. In autumn and winter they feed principally on wild fruits and on seeds. The note of the bullfinch, in the wild state, is soft and pleasant, but so low as scarcely to be audible; it possesses, however, great powers of imitation, and considerable memory, and can thus be taught to whistle a variety of tunes. Bullfinches are very abundant in the forests of Germany, and it is there that most of the piping bullfinches are trained. They are taught continuously for nine months, and the lesson is repeated throughout the first moulting, as during that change the young birds are apt to forget all that they have previously acquired. The bullfinch is a native of the northern countries of Europe, occurring in Italy and other southern parts only as a winter visitor. White and black varieties are occasionally met with; the latter are often produced by feeding the bullfinch exclusively on hempseed, when its plumage gradually changes to black. English Rugby, introduced from Canada, was first played at Harvard University, and in 1875 a match under a compromise set of rules, taken partly from the Rugby Union and partly from the existing American game, was played with Yale. The following year Yale adopted the regular Rugby Union rules, and played Harvard under these. Later, several other colleges adopted these English rules. Absence of tradition necessitated expansion of these laws, and a convention of colleges was assembled. Thenceforward annual conventions were held, which from time to time altered and amplified the rules. A college association was formed, and the game grew in popularity. Public criticism of the roughness shown in the play early threatened its existence; indeed at one time the university authorities compelled Harvard to abstain from the annual game with Yale. Changes in the rules were introduced, and the game has been characterized by less roughness and by increased skill. It has become the most popular autumn game in the United States, the principal university matches often attracting crowds of 35,000 and even 40,000 spectators. The association subsequently disbanded, but a Rules Committee, invited by the University Athletic Club of New York, made the necessary changes in the rules from time to time, and these have been accepted by the country at large. In the West associations were formed; but the game in the East is played principally under separate agreements between the contesting universities, all using, however, one code of rules. Later this Rules Committee amalgamated with a new committee of wider representation. Amateur athletic clubs as well as public and private schools have also taken up the game. The American football season lasts from the middle of September to the first of December only, owing to the severity of the American winter. Professional football is not played in America. Entry: A

Although Frederick William had refused to become emperor, he was unwilling to miss altogether the opportunity afforded by the difficulties of Austria. He invited the states to send representatives to Berlin to discuss the condition of Germany; and he concluded a treaty with the kings of Saxony and Hanover. Two days afterwards the three allies agreed upon a constitution which was in many respects identical with that drawn up by the Frankfort parliament. The functions of the executive were, however, extended, the electoral law was made less democratic, and it was decided that, instead of an emperor, there should be merely a supreme chief aided by a college of princes. This constitution was accepted by a number of states, which assumed the name of "The Union," and on the 20th of March 1850 a parliament consisting of two houses met in Erfurt. Both houses accepted the constitution; and, immediately after they broke up, the members of the Union assembled in Berlin, and a provisional college of princes was elected. By that time, however, the whole situation of Germany had changed. In the autumn of 1849 Austria had succeeded, by the help of Russia, in quelling the Hungarian insurrection, and she was then in no mood to let herself be thrust aside by Prussia. Encouraged by her, Hanover and Saxony had severed themselves from the Union, and Saxony, Württemberg and Bavaria arrived at an understanding as to a wholly new constitution. Afterwards all four states, with several others, accepted the invitation of Austria to consider the propriety of re-establishing the Confederation. The representatives of the states favourable to this proposal, i.e. Austria, Luxemburg, Denmark and the four kingdoms, came together in Frankfort on the 4th of September 1850, constituted themselves a _Plenum_ of the old diet and refused to admit the other states except under the terms of the act of 1815. Franklin sailed again for America in August 1762, hoping to be able to settle down in quiet and devote the remainder of his life to experiments in physics. This quiet was interrupted, however, by the "Paxton Massacre" (Dec. 14, 1763)--the slaughter of a score of Indians (children, women and old men) at Lancaster, Pennsylvania, by some young rowdies from the town of Paxton, who then marched upon Philadelphia to kill a few Christian Indians there. Franklin, appealed to by the governor, raised a troop sufficient to frighten away the "Paxton boys," and for the moment there seemed a possibility of an understanding between Franklin and the proprietors. But the question of taxing the estates of the proprietors came up in a new form, and a petition from the assembly was drawn by Franklin, requesting the king "to resume the government" of Pennsylvania. In the autumn election of 1764 the influence of the proprietors was exerted against Franklin, and by an adverse majority of 25 votes in 4000 he failed to be re-elected to the assembly. The new assembly sent Franklin again to England as its special agent to take charge of another petition for a change of government, which, however, came to nothing. _Salinity and Temperature._--The waters of the English Channel are derived partly from the west and partly from the English and French rivers, and all observations tend to show that there is a slow and almost continuous current through it from west to east. The western supply comes from two sources, one of which, the more important, is the relatively salt and warm water of the Bay of Biscay, which enters from the south-west and has a salinity sometimes reaching 35.6 pro mille (parts of salt per thousand by weight); the other consists of a southerly current from the Irish Channel, and is colder and has a salinity of 35.0 to 35.2 pro mille. As the water passes eastwards it mixes with the fresher coastal water, so that the salinities generally rise from the shore to the central line, and from east to west, though south of Scilly Islands there is often a fall due to the influence of the Irish Channel. The mean annual salinity decreases from between 35.4 and 35.5 pro mille in the western entrance to 35.2 pro mille at the Strait of Dover on the central axis, and to about 34.7 pro mille under the Isle of Wight and off the Bay of the Seine. The English Channel may be divided into two areas by a line drawn from Start Point to Guernsey and the Gulf of St Malo. In the eastern area the water is thoroughly mixed owing to the action of the strong tidal currents and its comparatively small depth, and salinities and temperatures are therefore generally the same from surface to bottom; while westward of this line there is often a strongly marked division into layers of different salinity and temperature, especially in summer and autumn, when the fresher water of the Irish Channel is found overlying the salt water of the Bay of Biscay. The salinity of the English Channel undergoes an annual change, being highest in winter and spring and lowest in summer, and this change is better marked in the eastern area, where the mean deviation from the annual mean reaches 0.3 pro mille, than it is farther west with a mean deviation of 0.1 pro mille. There is also reason to believe that there is a regular change with a two-year period, years of high maximum and low minimum alternating with years of low maximum and high minimum. Variations of long period or unperiodic also occur, which are probably, and in one case (1905) almost certainly, due to changes taking place some months earlier far out in the Atlantic Ocean.
