The ideally non-violent state will be an ordered anarchy. That State is the best governed which is governed the least.
My political opinions lean more and more to Anarchy (philosophically understood, meaning abolition of control not whiskered men with bombs) The most improper job of any man is bossing other men. Not one in a million is fit for it, and least of all those who seek the opportunity.

It is perfectly clear that people, given no alternative, will choose tyranny over anarchy, because anarchy is the worst tyranny of all…. Freedom is the very essence of life, the impelling force in all intellectual and social development, the creator of every new outlook for the future of mankind. The liberation of man from economic exploitation and from intellectual and political oppression, which finds its finest expression in the world-philosophy of Anarchism, is the first prerequisite for the evolution of a higher social culture and a new humanity.
Another sign of the times was the anarchy mingled with governmentalism
“Deserter!” At intervals in the almost continuous disturbance Hendelman, for the Socialist Revolutionaries, could be heard protesting against the bombardment of the Winter Palace.... “We are opposed to this kind of anarchy....”
Surely, this saying of a peasant is a fine one: "Father So-and-So, your wife has died of her malady; why did you not send for the doctor?" "What would you have, sir, we poor folks die of ourselves." But if the peasant's whole passivity lies in this saying, the whole of the free-thinking anarchy of the brat of the faubourgs is, assuredly, contained in this other saying. A man condemned to death is listening to his confessor in the tumbrel. The child of Paris exclaims: "He is talking to his black cap! Oh, the sneak!"
On its part the Government could not ignore the significance of the success of the Bolshevik propaganda. On the 29th joint commission of the Government and the Council of the Republic hastily drew up two laws, one for giving the land temporarily to the peasants, and the other for pushing an energetic foreign policy of peace. The next day Kerensky suspended capital punishment in the army. That same afternoon was opened with great ceremony the first session of the new “Commission for Strengthening the Republican Régime and Fighting Against Anarchy and Counter-Revolution”--of which history shows not the slightest further trace.... The following morning with two other correspondents I interviewed Kerensky (See App. II, Sect. 13)--the last time he received journalists.
Some anarchists have claimed not merely that we would be better off without a state, but that any state necessarily violates people's moral rights and hence is intrinsically immoral. Our starting point then, though nonpolitical, is by intention far from nonmoral. Moral philosophy sets the background for, and boundaries of, political philosophy. What persons may and may not do to one another limits what they may do through the apparatus of a state, or do to establish such an apparatus.

The writer is a spiritual anarchist, as in the depth of his soul every man is. He is discontented with everything and everybody. The writer is everybody's best friend and only true enemy— the good and great enemy. He neither walks with the multitude nor cheers with them. The writer who is a writer is a rebel who never stops.
However, we will remark by the way, everything was not ridiculous and superficial in that curious epoch to which we are alluding, and which may be designated as the anarchy of baptismal names. By the side of this romantic element which we have just indicated there is the social symptom. It is not rare for the neatherd's boy nowadays to bear the name of Arthur, Alfred, or Alphonse, and for the vicomte--if there are still any vicomtes--to be called Thomas, Pierre, or Jacques. This displacement, which places the "elegant" name on the plebeian and the rustic name on the aristocrat, is nothing else than an eddy of equality. The irresistible penetration of the new inspiration is there as everywhere else. Beneath this apparent discord there is a great and a profound thing,--the French Revolution.
Then two Mensheviki Internationalists, declaring that the Appeal of the Bolshevik Councillors was a direct incitement to massacre. “If everything that is against the Bolsheviki is counter-revolutionary,” said Pinkevitch, “then I do not know the difference between revolution and anarchy.... The Bolsheviki are depending upon the passions of the unbridled masses; we have nothing but moral force. We will protest against massacres and violence from both sides, as our task is to find a peaceful issue.”
Preserving the continuity of the only legal Governmental power, the Committee for Salvation of Country and Revolution, established on the night of November 7th, takes the initiative in forming a new Provisional Government; which, basing itself on the forces of democracy, will conduct the country to the Constituent Assembly and save it from anarchy and counter-revolution. The Committee for Salvation summons you, citizens, to refuse to recognise the power of violence. Do not obey its orders!
I have been an anarchist all my life. I hope I have remained one. I should consider it very sad indeed had I to turn to a General and rule men with a military rod. They have come to me voluntarily, they are ready to stake their lives in our antifascist fight. I believe, as I always have, in freedom. The freedom which rests on the sense of responsibility. I consider discipline indispensable, but it must be inner discipline, motivated by a common purpose and a strong feeling of comradeship.
On arriving at the Luxembourg, Marius made the tour of the fountain basin, and stared at the swans; then he remained for a long time in contemplation before a statue whose head was perfectly black with mould, and one of whose hips was missing. Near the basin there was a bourgeois forty years of age, with a prominent stomach, who was holding by the hand a little urchin of five, and saying to him: "Shun excess, my son, keep at an equal distance from despotism and from anarchy." Marius listened to this bourgeois. Then he made the circuit of the basin once more. At last he directed his course towards "his alley," slowly, and as if with regret. One would have said that he was both forced to go there and withheld from doing so. He did not perceive it himself, and thought that he was doing as he always did.

From the first days, the Bolsheviki declared that the peasants should take over the land ‘by revolutionary mass action.’ This is nothing but anarchy; the land can be taken over in an organised manner.... For the Bolsheviki it was important that the problems of the Revolution should be solved in the quickest possible manner--but the Bolsheviki were not interested in _how_ these problems were to be solved....
"I say so," he continued desperately, "because the Bourbons fled from the Revolution leaving the people to anarchy, and Napoleon alone understood the Revolution and quelled it, and so for the general good, he could not stop short for the sake of one man's life."
There lay the essence and quintessence of the Parisian white society. There reputations, even Royalist reputations, were held in quarantine. There is always a trace of anarchy in renown. Chateaubriand, had he entered there, would have produced the effect of Pere Duchene. Some of the scoffed-at did, nevertheless, penetrate thither on sufferance. I define anarchist society as one where there is no legal possibility for coercive aggression against the person or property of any individual.

Civil war, begun by the Bolsheviki, threatens to deliver the country to the horrors of anarchy and counter-revolution, and cause the failure of the Constituent Assembly, which must affirm the republican régime and transmit to the People forever their right to the land.
As soon as one identifies, challenges and overcomes illegitimate power, he or she is an anarchist. Most people are anarchists. But coming to the other point--where a leading citizen becomes the prince of his country, not by wickedness or any intolerable violence, but by the favour of his fellow citizens--this may be called a civil principality: nor is genius or fortune altogether necessary to attain to it, but rather a happy shrewdness. I say then that such a principality is obtained either by the favour of the people or by the favour of the nobles. Because in all cities these two distinct parties are found, and from this it arises that the people do not wish to be ruled nor oppressed by the nobles, and the nobles wish to rule and oppress the people; and from these two opposite desires there arises in cities one of three results, either a principality, self-government, or anarchy.
A rational anarchist believes that concepts such as "state" and "society" and "government" have no existence save as physically exemplified in the acts of self-responsible individuals. He believes that it is impossible to shift blame, share blame, distribute blame … as blame, guilt, responsibility are matters taking place inside human beings singly and nowhere else. But being rational, he knows that not all individuals hold his evaluations, so he tries to live perfectly in an imperfect world … aware that his effort will be less than perfect yet undismayed by self-knowledge of self-failure.
“Oh, I know that silly talk!” broke in the student rudely. “A bunch of ignorant peasants like you hear somebody bawling a few catch-words. You don’t understand what they mean. You just echo them like a lot of parrots.” The crowd laughed. “I’m a Marxian student. And I tell you that this isn’t Socialism you are fighting for. It’s just plain pro-German anarchy!”
